Antecedentes

The Central Asian Alliance to End Gender-Based Violence (GBV) (hereinafter – the Alliance) was established in the framework of the EU-UN Spotlight Initiative Regional Programme for Central Asia and Afghanistan, The Alliance is aimed at gathering on one open platform both state and non-state parties from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan to bring about transformative change in the lives of women and girls in the region and eliminate GBV in the region. As a participatory endeavour where civil society organizations join forces with state institutions, it also aims at addressing gaps in ending GBV while, at the same time, devising regional cooperation. Overall, the Alliance is meant to foster the implementation of national and international commitments to respond to GBV, with a particular focus on ongoing member states’ commitments within the Convention on the Elimination of All Forms of Discrimination Against Women (hereinafter – CEDAW), Beijing Declaration and Platform for Action (1995) and other human rights treaties and new ones under the Generation Equality Forums’ Action Coalition on GBV. The Alliance works on the engagement of women's rights organisations, autonomous social movements, and civil society organisations (CSOs) in processes so they can participate, sustain, and advance progress on Gender Equality and Women’s Empowerment (GEWE) and ending Sexual and Gender-Based Violence (SGBV) policies and programmes that respond to the needs of all women and girls, including those facing multiple and intersecting forms of discrimination.

In June 2024, in Almaty, Kazakhstan, the Alliance organised a Regional Conference of particular significance as it coincides with the anniversary of the Alliance's inception. This momentous event brought together 76 dedicated members of the Alliance, encompassing civil society representatives, women's leaders, and government officials from the five Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

The conference outcomes highlighted the regional commitment to bolstering the Alliance, aiming at contributing to elimination of gender-based violence and promote women's empowerment. The regional participants endorsed the Alliance's growth and its enduring impact, advocating for heightened engagement from both non-governmental entities and regional governments. The event also explored avenues for securing financial contributions from prospective benefactors and proposed establishing a collective fund for the Alliance. This fund would welcome potential contributions from Central Asian governments as well as global financial institutions and donors.

At present, the Alliance's operations are solely funded by the Government of the Republic of Kazakhstan. However, the Alliance is seeking broader regional support and is focused on developing and presenting well-crafted strategic plans and project/programme documents that adhere to stringent international norms and UN Women’s corporate standards. This approach is designed to facilitate engagement with potential benefactors at both the regional and international levels, ensuring the Alliance's sustainable future.

The objectives of the Alliance include the following:

1. Advocate for gender equality and prevention of SGBV in the Central Asian region

2. Mobilize the Civil Society Movement in the region to address GBV

3. Foster inclusive policy dialogue on GBV

4. Raise awareness of all concerned stakeholders on their roles in ending GBV

5. Strengthen capacities of government, legislative bodies, judiciary, and oversight to step up actions to prevent and address GBV and HP in the region

6. Enhance knowledge management, data, and experience sharing between countries and with other regions

7. Connect regional initiatives to global agendas including the Generation Equality Forum and increase the visibility of achievements from each country in Central Asia.

The Alliance’s outcome areas are:

  • Gender social norms and behavioral change in Central Asia
  • Civil society in Central Asia as a driving force of transformative changes in the elimination of gender-based violence.

Deberes y responsabilidades

Under the guidance of the Central Asian Alliance EGBV Coordinator (hereinafter – Coordinator) and the UN Women country office in Kazakhstan Head of Office a.i., an international consultant shall be responsible for the following tasks:     

  1. Developing the Project/ProgrammeDocument (ProDoc) with mandatory annexes including:
  • Project Concept Note
  • Executive summary
  • Context analysis and challenges
  • Theory of change, results and resource framework, strategy and partnership relevant to identified Central Asia frameworks and regional contexts
  • Inception phase including implementation plan and implementation tracking
  • Clear monitoring, reporting and evaluation plan; age and gender-sensitive tools that will be used during the implementation
  • Knowledge management and learning
  • Sustainability of project results and exit strategy
  • Social and environmental assessment (risk management plan)
  • Project governance, management arrangements and human resources management plan
  • Project risk, security and safety management including mitigation strategies for each result area of the framework
  • Resource mobilization strategy, communication and visibility strategies
  • Project procurement management plan
  • Project budget plan for the activities for all interventions; guided by efficiency and value for money principles.

The development process includes interviews with the representatives of the UN Women Kazakhstan Country Office, the CA Alliance Secretariat, national consultants supporting the implementation of the initiative, the CSO Regional Coordination Group and other relevant partners.

The International consultant will work under the direct supervision of and in close collaboration with the CA Alliance Coordinator and members of Secretariat and the Head of UN Women country office a.i.in Kazakhstan. All deliverables provided by the consultant shall be approved by the direct supervisor upon review and quality assurance from the Head of the UN Women country office a.i. in Kazakhstan.

The Secretariat of the Alliance shall provide the International consultant with all the necessary materials. It is expected that the International consultant will be open for sharing experience, knowledge, analysis and expertise, together with the team to resolve any issues that arise during the work and, if necessary, clarify deadlines.
