Background/Context

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. It champions women and girls globally, aiding member states in setting international standards and partnering with governments and civil society to develop laws, policies, and programs to meet these standards.

UN Women, in collaboration with the National Commission on Women's Affairs and Family-Demographic Policy under the President of the Republic of Kazakhstan (hereinafter referred to as the National commission) and the Ministry of Culture and Information of the Republic of Kazakhstan (hereinafter referred to as the Ministry), is implementing the tied grant "Assisting Kazakhstan in Implementing the Concept of Family and Gender Policy to Ensure Gender Equality and Empowerment of All Women and Girls in Kazakhstan and Overcome the Consequences of the COVID-19 Crisis."

In 2023, within the framework of tied grant, UN Women taking in account best international practices developed a methodology for implementing gender expertise and developing recommendations for harmonizing the gender expertise system in the legislation of Kazakhstan and integrating it into the legal analysis process. In this regard, to strengthen the professional potential of the justice authorities and other authorized government bodies and organizations in conducting gender expertise and analysis of the legal acts and institutionalizing these processes into norm-setting activities.

Objective

The purpose of this assignment is to conduct a training seminar to strengthen the professional potential of representatives from justice authorities, other government bodies and organizations involved in norm-setting activities, by providing them with skills in conducting gender expertise in accordance with the developed methodology of UN Women.

International consultant is expected to develop a 2-day training program and conduct a seminar/ training session to improve knowledge and skills in conducting gender expertise of draft laws, regulations, programs, strategies, and national projects.

The purpose of training program is:

•Training in the use of tools, knowledge and techniques for conducting gender expertise to representatives of government bodies and institutions;

•Strengthening the professional capacity and awareness of national partners, representatives of government agencies, institutions and organizations;

•Preparing gender-based expertise for draft regulatory legal acts;

•Defining the gender perspective in proposed policies, initiatives and reforms;

•Improving the skills of conducting gender expertise according to the proposed methodology.

Training will last for 2 days, 8 hours daily, from 9 a.m. to 6 p.m.

Total amount of participants – 30 persons.

 

Duties and Responsibilities

The tasks for international consultant will include the following:

1. Preparation and presentation of the work plan;

2. Consideration and preparation of recommendations for the draft methodology for implementing gender expertise based on the best international practices and the development of recommendations to harmonize the gender expertise system in the legislation of Kazakhstan;

3. Preparation of the program and training materials for the seminar based on the Methodology;

4. Development of the practical exercises (cases) for participants;

5. Conducting two-day trainings in Russian.

In order to gather feedback and recommendations, it is necessary to conduct a survey among participants after the training sessions. The results of this surveys should be reflected in the final report.

Consultant’s Workplace and Official Travel

International expert is expected to work remotely and conduct offline training sessions with UN Women and training participants in Astana. All the results must be submitted and approved by UN Women.

UN Women support to the international consultant:

UN Women Kazakhstan, within its capabilities, will provide support to an international expert to facilitate communication within the project.

International expert will work under the direct supervision of UN Women Kazakhstan Project Manager or Project Specialist. Expert will conduct training sessions in Astana. Final report should be submitted in Russian.

A minimum of a master's degree or equivalent in social sciences, humanities, economics, human resource management, law, or related fields.

Experience:

  • At least 7 years of experience in conducting social/gender research or research in the field of gender expertise of regulatory legal acts.
  • Experience working with UN agencies or other international organizations and government bodies (provide copies of supporting materials or links to websites with documents)

Functional skills:

Very strong qualitative and analytical skills; experience in conducting trainings on gender expertise will be an asset (provide copies of supporting documents, such as electronica copies of conducted research, surveys, etc.).

Languages:

Excellent written and spoken Russian is mandatory.
