Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Under the leadership of the IX Constitutional Government, on 16 February 2024, Timor-Leste officially launched its second-generation NAP 1325 (2024-2028) following its approval by the Council of Ministers on 10 January 2024. This comprehensive five-year strategy is designed to advance gender equality and women's leadership in areas of conflict prevention, peacebuilding, post-conflict recovery, and humanitarian response efforts across Timor-Leste, ensuring a multi-stakeholder and women-led approach to sustainable peace and security. The NAP 1325 approval signifies a robust commitment of the Government of Timor-Leste to plan, develop, implement and invest in its national WPS agenda in the context of post-COVID-19 recovery, and its accession into the Association of Southeast Asian Nations (ASEAN)[1]

 

To advance the national WPS agenda in Timor-Leste, in partnership with the Ministry of Interior (MOI) and Directorate General for Security and Conflict Prevention, UN Women has been providing technical support to national security institutions and line ministries in the NAP 1325 structure including MOI, in strengthening institutional capacities to plan, implement, finance, monitor and report the national commitments under the NAP 1325 at both national and sub-national levels, in collaboration with the civil society organizations.

 

The Directorate General for Security and Conflict Prevention and the DNPCC, with the continued support from UN Women, has demonstrated an increased institutional capacity in promoting equal, inclusive and meaningful participation and leadership of Timorese women in conflict resolution and prevention, and strengthening gender-responsive community-based mediation practices. The standard DNPCC case management system and database were developed to facilitate systematic management and registration of cases at both national and municipality levels. In December 2020, the standard guideline for the DNPCC’s gender-responsive mediation and its ministerial diploma was approved.

 

Under the second-generation NAP 1325, women’s leadership in improving security and contributing to peaceful resolution and prevention of conflicts and disputes, and promotion of gender-responsive community conflicts prevention is a priority identified by the MOI, Directorate General of Security and Conflict Prevention and the National Directorate for Community Conflict Prevention (DNPCC).

UN Women will continue to provide technical support and strengthen the DNPCC’s institutional capacity in promoting gender-responsive conflict resolution through mediation, and elimination of gender discrimination and stereotyped behaviors towards women in the mediation processes.

 

UN Women seeks to recruit a National Consultant as a training facilitator to provide training or workshops, with an aim to strengthen capacities of the DNPCC mediators and coordinators on the use of the established gender-responsive mediation guidelines and case management system, and to promote gender-responsive community conflict prevention and resolution

 

[1] On the occasion of the 41st ASEAN Summit held in November 2022, ASEAN agreed, in principle, to admit Timor-Leste as the 11th member of ASEAN. A road map for the full membership of Timor-Leste in ASEAN was officially adopted in the 42nd ASEAN Summit which was held from 9 to 11 May 2023.

Duties and Responsibilities

  1. Objective of the assignment

The key objective of the assignment is to strengthen the institutional capacities of the DNPCC, particularly the mediators and coordinators, by providing training and workshops on the use and application of the established gender-responsive mediation guidelines and the case management system.

 

  1. Scope of work and tasks

Under the overall guidance of the Head of Office and direct supervision of the Governance, Peace and Security Programme Analyst, the National Consultant will be working closely with the DNPCC. The consultant will be responsible for:

  • Liaise and coordinate with the DNPCC to assess and understand needs in capacity development, and to plan the training and agree upon the training schedule.
  • Develop training materials and presentation, and revise the materials if needed as per the feedback from UN Women and the DNPCC.
  • Facilitate and deliver training or workshop to strengthen capacity development of the DNPCC and its mediators and coordinators on the use and application of the established gender-responsive mediation guidelines and the case management system. The training aims to promote gender-responsive practices to facilitate community conflict prevention and resolution through mediation, and increase women’s participation and promote elimination of gender discrimination and behaviors towards women in the mediation processes.

 

  1. Duration of the assignment

The total duration of the contract assignment will be 5 months from 25 September 2024 to 31 January 2025.

All the documents, including reports, questionnaires, presentations, and reports, should be submitted in the English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the installment the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt.

  1. Inputs

 

  • UN Women will cover costs of work-related travel to the other municipalities outside of Dili (in Timor-Leste) if needed, as well as daily subsistence allowance (DSA) as per standard UN rate. UN Women will also provide vehicle for field visits in municipalities outside of Dili.
  • The consultant is expected to use her/his own computer, stationery, presentation equipment and software for related tasks.
  • The cost of telecommunication and transportation within Dili will be covered by the consultant.
  • UN Women will cover any printing cost if necessary.

  1. Required experience and qualifications

The Consultant should fulfill the following requirements:

  1. Education
  • Master or Bachelor Degree or equivalent (required education in Law, Gender Studies, Peace and Security, Conflict Prevention, Political studies, Economics, Social Sciences or related fields).

 

  1. Experience:
  • 4 years with Master degree, or 6 years with Bachelor degree of professional experience in the areas of human rights, gender equality, peacebuilding & conflict resolution, gender based violence, and access to justice;
  • Experience in working with the Government of Timor-Leste, particularly the DNPCC and Ministry of Interior, in the area of community conflict prevention and resolution, and access to justice, and good understanding of the DNPCC’s Gender-Responsive Mediation Guideline and case management system.
  • Extensive experience in providing and facilitating training on peace and security, and community conflict prevention and resolution.
  • Good understanding of the formal and traditional justice system of Timor-Leste. Knowledge of gender and development context of Timor-Leste.

 

  1.  Language and other skills:
  • Proficiency in oral and written in English and Tetum languages, and knowledge of Portuguese is an advantage; and
  • Computer literacy and ability to effectively use office technology equipment, Internet and email. 

 

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • Financial/Price Proposal evaluation:
  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

 

  1. Payments

 

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
