UN Women Uzbekistan is mandated to lead, promote and coordinate efforts to advance the full realization of women’s empowerment and rights in Uzbekistan under the leadership of Europe and Central Asia Regional Office. Based in Tashkent, UN Women Uzbekistan focuses on five key pillars which include women’s economic empowerment, ending violence against women and girls, gender responsive budgeting, strengthening gender data and statistics and strengthening inter-agency coordination on gender mainstreaming. To advance gender equality and women’s empowerment (GEWE) in the country UN Women Uzbekistan aims to strengthen the UN response in addressing priorities for gender equality and women empowerment through the development and implementation of innovative approaches and providing support to governments and civil society organizations.
The 16 Days of Activism Against Gender-Based Violence campaign commences (thereafter 16 Days Campaign) on 25 November 2024, the International Day for the Elimination of Violence Against Women, and extends until 10 December 2024, International Human Rights Day, aiming to raise awareness and stimulate advocacy for change. UN Women Uzbekistan is currently in the process of formulating events and details for the 16 Days Campaign 2024. The concept note for the 16 Days Campaign 2024 in Uzbekistan will provide background on gender-based violence in Uzbekistan, advocacy objectives of the 16 Days Campaign 2024 and proposed activities, including the format and logistics. The concept note should be produced by late September, with the implementation of the outlined activities commencing in November.

Description of Responsibilities/ Scope of Work
Under the overall guidance and direct reporting to the Country Programme Manager of UN Women Uzbekistan, the International Consultant will be responsible for developing a concept note for the 16 Days Campaign 2024 in Uzbekistan with UN Women’s corporate guidance, working closely with the Country Programme Manager for Uzbekistan. The consultant will be supported by the Administrative Assistant, who will be the point of contact on the contract and payment issues.
1. Produce the Concept Note for the 16 Days of Activism against Gender-Based Violence campaign
- Conduct initial media scanning and study former/existing campaigns in the country, prepare and submit an inception report including methodology and implementation plan. (3 days)
- Identify and review data and evidence to develop and submit draft concept note based on regional guidance. (5 days)
- Support facilitation of stakeholder consultations. Develop a social media campaign plan, including the key message for Uzbekistan, compile data statistics based on global guidance. Tailor the regional communication materials into Uzbek context and language. (15 days)
2. Support the implementation of the 16 Days of Activism against Gender-Based Violence campaign
- Support liaison with administrative and support staff to contract services needed to develop and implement the campaign.
- Produce at least two social media deliverables per day throughout the whole 16 Days Campaign. Implement the campaign plan with all deliverables. (26 days)
?3. Submit a final report after the completion of the campaign summarizing all activities conducted and feedback from the participants
- Develop and implement a strategy for monitoring and documenting campaign results, preparing monthly progress reports on overall results, trends, achievements and challenges to the campaign.
- Communicate and collect feedback from stakeholders and participants.
- Submit a final report on the implementation of the campaign.

Consultant’s Workplace and Official Travel
This is a home-based consultancy. The Consultant will work closely with the Country Programme Manager of Uzbekistan to get appropriate feedback throughout the process and as per each deliverable. The Consultant should be prepared to undertake mission travel outside of Tashkent as appropriate/if needed and as allowed by UNDSS.

Habilidades y experiencia requeridas
Education and Certification:
- Bachelor’s degree in communications, public relations or a a related field is required.
Experience:
- Minimum of 3 years of demonstrated extensive experience working on campaign development and execution on gender equality, women’s rights, especially on eliminating violence against women. Good knowledge and understanding of qualitative and quantitative research methods, media scanning, data collection and analysis and creative content development
- Knowledge of the overall context in Uzbekistan, particularly relating to gender equality and women’s empowerment, with expertise in campaign development, management and communications
- Demonstrated experience in implementing similar projects in Uzbekistan focusing on eliminating violence against women
Languages:
- Fluency in English and Uzbek is required.
