Background/Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work, UN Women Indonesia focuses on (1) Ending violence against women (2) Promoting women’s human rights (3) Women’s economic empowerment (4) Women contribute to and have greater influence in building sustainable peace.

As the specialized UN Agency on gender equality and the empowerment of women, UN Women in Indonesia is also working alongside other UN Agencies to ensure that commitments on gender equality and gender mainstreaming are translated into UN works and programmes to achieve Sustainable Development Goals across the country. UN Women programmes in Indonesia are guided by the Strategic Note 2021-2025, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Ministry of National Planning and UN system in the country. In addition to programmatic interventions, UN Women has a triple mandate of normative support, UN coordination, and operational activities.

Objectives of the Assignment

Aligning with the UN Women Strategic Note 2021-2025 Output 1.1.2 “National Statistical System has increased capacity to produce and analyze gender-sensitive data and statistics to support an enabling policy environment to promote gender equality and women’s empowerment”. Besides, in accordance with the collaboration with Ministry of Women’s Empowerment and Child Protection (MOWECP) 2024-2025, one of the area focus is to enhance gender-mainstreaming efforts on gender statistics data. Therefore, the Gender Statistics Advisor will work on supporting the liaison with the National Statistics Office (BPS), Ministry of Women’s Empowerment and Child Protection (MOWECP), and other relevant government entities in Indonesia in producing and utilizing the gender statistics for the achievement of gender equality and women’s empowerment in Indonesia. The Gender Statistics Advisor will also lead the technical planning and coordinate with the national counterparts for the organization of capacity building events and data user-producer dialogues, as well as to gather inputs for the preparation of reports, knowledge products and result monitoring documents. Furthermore, the Gender Statistics Advisor will actively participate in national coordination meetings and mechanisms, including liaising with data producer and data user, to promote the use of gender data to inform national policy making and monitoring.

Under the overall guidance of the Head of Programmes, the consultant will be reporting to the Monitoring and Reporting Analyst, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/Scope of Work

  • Provide advisory services and strengthen strategic partnership with National Statistical Office/BPS as data producer and collaboration with relevant ministries or institutions as data users, focusing on providing technical assistance to produce and analyze existing gender statistics, generating briefs showcasing gender results from microdata analysis. She/He will support the production of knowledge and communication products in the area of gender, climate change, disaster, resilience, and time use data to support advocacy for gender responsive policy and programme.
  • Conduct capacity building for National Statistical Office/BPS on twin gender indices, in collaboration with UN Women’s technical supports from the Head Quarter and Regional Office of Asia and Pacific, to support BPS in defining the methodology for data collection relevant to gender twin indices indicators.
  • Support data producer and data user coordination to promote the use of gender statistics at the country level, ensuring that gender statistics are being utilized for knowledge and communication products for policy making, including national development plan and other policies.

 

Consultant’s Workplace and Official Travel

This is a home-based consultancy. The consultant will be based in Jakarta, Indonesia, with possible official travel within the country/outside of Jakarta.

Qualifications et expériences requises

Education and Certification:

  • Master’s degree in statistics, economics, gender, development studies or other social science fields.
  • A first-level university degree, in relevant field such as statistics, economics, social and data science, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A certification on statistics will be an advantage.

Experience:

  • A minimum of 8 years of progressive work experience in the field of statistical project coordination, implementation or quantitative and qualitative data analysis.
  • Experience liaising with national government, international organizations and other stakeholders for project coordination, preferably in the area of gender statistics.
  • Experience organizing events and managing logistical arrangements.
  • Experience drafting statistics-based research and analysis a strong asset.
  • Competent user of STATA/R is an advantage. (STATA/R is a statistical software that enables users to analyze, manage, and produce graphical visualizations of data).
  • Knowledge of communication strategies an asset, particularly utilizing gender data.
  • Experience supporting national policy makers on data use for evidence-based decision-making is a strong asset.

Languages:

  • Fluency in Bahasa Indonesia and English is required.
  • Working knowledge of another official UN language is an asset.
