Reporting to the Regional Director and working in coordination with key advisors and officers of the ECA Regional Office (ECARO), the Political and Context Analysis Advisor’s primary task is to offer timely, evidence-based and actionable analysis to help guide and position the ECA Regional Office in a complex and fast-changing context, in complementarity to the Policy and Programme colleagues dealing with specific areas of UN Women’s Strategic Note.
Duties and Responsibilities
The Political and Context Analysis Advisor is expected to:
- Provide advice to the Regional Director, the Regional Office, and Country Offices, on relevant issues including but not limited to trends and shifts in the ECA Region and beyond, as requested.
- Compiles research and intelligence on trends and developments and presents these as reports, briefing notes, background papers, to help guide strategic decision making and positioning.
- Identify strategic opportunities for engagement on emerging issues such as gender and climate justice, women’s economic empowerment, amongst others. Guide as requested in the development of strategic programmes, resource mobilization, provide capacity building to Country Offices (CO) and establish and strengthen partnerships.

This is a home-based consultancy with occasional office-base when requested.

FUNCTIONAL COMPETENCIES:
- Excellent knowledge of Europe and Central Asia Region.
- Ability to develop in-depth political and context analysis to inform strategic decision making and positioning.
Required Skills and Experience
Education and Certification:
- Master’s degree or equivalent in Social Sciences, Humanities, or other relevant interdisciplinary field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 10 years of progressively responsible work experience in multilateral organizations.
- Experience in development and humanitarian context is required.
- Experience from Europe & Central Asia Region is required.
- Excellent analytical skills with strong drive for results and capacity to work independently.
Languages:
- Fluency in English is required.
- Knowledge Russian is an asset.
