B. Project Description 

United Nations Development Programme (UNDP) in China would like to organize HIV Legal Aid Capacity Building Workshop for professionals in HIV legal aid area and community-based organization youth leaders. The workshop aims to raise legal awareness to key populations and enable PLHIV to protect their rights. It also aims to build the legal capacity of community-based organizations in China to carry out high quality legal advocacy at different levels.

Duties and Responsibilities

C. Scope of Work

UNDP China is looking for Individual Contractor to design the courses for the training workshop and serve as the trainer to deliver the training. The Contractor shall undertake the following tasks:

 

Deliverable 1: Design Training Materials on HIV Legal Aid Capacity Building

  • The Contractor should design training materials fit to be used for a 2-day training workshop. The topic of the materials should focus on 1) discussion of ways to better support LGBT/PLHIV with practical and effective legal aid within the legal framework of China. 2) legal aid capacity building and technical support to young professionals in community-based organizations in HIV related area.
  • The training materials will be used for a 2-day training workshop (8 hours per day). The target audience of the content will be professionals with background in health, legal or policy area, or community-based organization youth leaders. The participants could also be individual who is encountering HIV legal issue.

 

  • The materials should be delivered in text or presentation materials. The Contractor shall design all content needed to deliver the workshop, including curriculum, main content, examples, and other necessary elements. All content shall be in Chinese.

 

Deliverable 2: Develop Community HIV Legal and Policy Advocacy Practical Manual

  • Contractor shall develop the manual. The manual should cover topic of LGBT/HIV related employment legitimacy, privacy protection, medical disputes, guardianship, wills and living wills, notarization, inheritance of property and other important LGBT/HIV legal aid topic.
  • After the manual finalized, the Contractor should cooperate with LGBT institutions to promote the Manual online through social media accounts.
  • The manual should be shared to participants to the deliverable 3.

 

Deliverable 3: Train Participants at the HIV Legal Aid Capacity Building Workshop

  • UNDP will hold a 2-days training workshop in Dec 2024 in Shanghai. We will invite 30 qualified professionals who are interested in HIV legal issues as participants to the workshops. The Contractor should provide training to the 30 participants using the materials designed in deliverable 1.
  • The Contractor should take lead to provide the training to the participants. The Contractor is responsible for his/her own training assistants, if needed. UNDP will not provide extra training assistants to support.

D. Expected Outputs and Deliverables

The Contractor is expected to deliver the deliverables by 31 Dec 2024.

E. Institutional Arrangement

The Contractor will report to the LGBT/HIV programme manager of UNDP China. The Contractor will liaison with the LGBT/HIV programme manager directly in the course of performing the work.

The LGBT/HIV programme manager of UNDP China will provide relevant documents and have discussion on the background and methodologies with the Contractor, in prior to the assignment.

 

The success of the project depends on the timely delivery of each component.  The Contractor should ensure timely identification of potential risks and signal any delays in deliverables.

F. Duration of the Work

The Contractor is expected to commit to complete the deliverables on a period of 01 Nov 2024 to 31 Dec 2024.

G. Duty Station

The assignment is home based with expected 4 days travel to Shanghai in Dec. The Contractor will NOT be required to present at a certain office during the work.

Competencies

H. Qualifications of the Successful Individual Contractor

 

Education:

  • Master’s degree in health, gender, legal or related field is required.

Experience and required skills:

  • At least 5 years’ project experience in HIV related area is required.
  • Previous experience in HIV legal aid research is preferred.
  • Previous experience in training service to LGBT/PLHIV is preferred.
  • Previous experience with reports, manuals, books, or other type of publications is preferred.

Language:

  • Good command of English and Chinese, written and oral.

Required Skills and Experience

I. Scope of Price Proposal and Schedule of Payments

Interested candidates must submit financial proposal in Lump Sum Amount linked to each deliverable, including professional fee, living allowance and any other applicable cost to be incurred by the Contractor in completing the assignment. The total contract amount will be fixed, regardless of changes in the cost components, or extension of the herein specified duration. 

Payment will be made only upon UNDP's acceptance of the work performed. The payment will be made within thirty (30) days, after receipt of invoice and certification of acceptance of work issued by UNDP, as per below percentages:

• First instalment (50%): upon satisfactory completion of deliverable 1 and 2 by 01 Dec 2024.

• Second instalment (50%): upon satisfactory completion of deliverable 3 by 31 Dec 2024.
