Gender equality and empowerment of women and girls (GEWE) is crucial to progress across all the Goals and targets of the 2030 Agenda. There is the need for gender-responsive performance management and strategic planning, sex-disaggregated data, reporting and resource tracking, while drawing on gender expertise to mainstream gender equality in the preparation of the Cooperation Framework.

 

The Gender Theme Group (GTG) is an interagency coordination group under the United Nations Country Team (UNCT) that “provides strategic support and advice to United Nations country teams in enhancing their gender mainstreaming efforts.”

 

In Pakistan, The GTG (co-chaired by UN Women and UNFPA) was endorsed by the UNCT in July 2021 to promote gender equality and empowerment of all women and girls. The GTG plays a central role in provision of strategic support and advice to UNCT collaboration with Governments to achieve SDG 5 and the gender equality dimensions of other SDGs (SDG 8, 10 and 16 in particular) throughout the Cooperation Framework, the provision policy advice and joint programmes. Gender mainstreaming and gender-responsive performance management can be accelerated and implemented through the full implementation of the UNCT-SWAP Gender Equality Scorecard (UNCT-SWAP) and the UNCT-SWAP gender mainstreaming minimum standards.

 

This position will be based at the UN Women office in Islamabad and will directly report to the GTG Coordination Officer and will maintain a close liaison with the Resident Coordinator Office and all UN agencies.

Deberes y responsabilidades

Support to Coordination Officer and the member agencies on the One UN Programme implementation for Gender Theme Group

  • Provide and seek regular feedback and input from the Focal Points on work plan and other activities of the group;
  • Assist in drafting of brief concept notes, presentations, minutes of meetings and related documentation;
  • Conduct secondary research and compile data as and when needed for joint programming or initiatives;
  • Assist in organization of conferences, workshops and other events;
  • Manage and update database of key contacts/stakeholders;
  • Facilitate the group members’ access to UNCT reports and gender data and make sure they are timely and widely distributed within UN agencies and other stakeholders;
  • Support the close working relationships with all project participants and stakeholders – including the primary stakeholders, line departments, private sector and NGOs – all parties required to establish a shared vision of the project and achieve objectives;
  • Work in close liaison with the RC Office Coordination team, for regular up-dates on One Programme implementation and dissemination of information.

Facilitation of knowledge building and sharing

  • Coordinate and maintain a regular communication with the coordination team in the Resident Coordinator Office;
  • Review relevant documents to ensure gender responsiveness;
  • Provide support in organizing of meetings and special sessions with stakeholders all along maintaining regular flow of communication and information;
  • Identify/collect sector specific case studies, examples, images etc. as needed;
  • Provide inputs to quarterly report and annual report on coordination related outputs and indicators.

 Provide technical support to the development of strategic partnerships and resources mobilization efforts

  • Organize, compile, and process documentation and information from partners to various databases and documents;
  • Provide support in organizing activities and other promotional events to engage bilateral and multilateral   institutions/donors, private sector and civil society to expand and/or sustain interest and resources for joint UN system efforts and programmes;
  • Prepare background documents and analysis for co-chairs to forge and implement strategic partnerships to increase outreach on UN Agencies in Pakistan;
  • Provide support to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality.

Habilidades y experiencia requeridas

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Social Sciences, International Development, Political Sciences, Economics or related field is an asset.

Experience:

  • At least 6 years of professional work experience at national or international level in development field (3 years with bachelor’s degree);
  • Experience in the development, planning, implementation, monitoring and reporting of programmes and projects;
  • Experience in Inter-agency or United Nations coordination is an asset;
  • Experience in working on gender equality and women’s empowerment projects is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;

Language Requirement:

  • Fluency in English and Urdu is required
