1.    Office/Unit/Project Description (max 300 words)

The United Nations Development Programme (UNDP) Regional Service Centre for Africa has been implementing smart facility solutions at its office to enhance safety and security, promote sustainability, improve operational efficiency and the overall work environment for staff. By leveraging advanced technologies and innovative building management systems, UNDP seeks to optimize safety and security, energy consumption, reduce operational costs, and create healthier, more productive workspaces.

This initiative aligns with UNDP's commitment to fostering sustainable development and promoting environmental sustainability by integrating innovative technologies and security measures in smart facilities, enhancing operational efficiency, safeguarding assets, and minimizing our ecological footprint for a more sustainable future. Smart facilities utilize CCTV, access control sensors, Internet of Things (IoT) devices and network infrastructure to enhance security, and monitor and manage resources in real-time, enabling data-driven decision-making that supports energy conservation and waste reduction.

As the existing smart facility systems (eg. CCTV) and those currently in the process and planning of implementation (to eg. access control, IoT, smart energy…etc), require continuous monitoring, maintenance, upgrade and administration, UNDP is seeking to hire a Smart Facility Operations Specialist who will support of implementation of these systems and devices.

2.    Scope of Work

The role of the Smart Facility Operations Specialist will involve a diverse set of functions and activities aimed at overseeing implementation, managing the operation, troubleshooting, upgrade of security systems, IoT sensor technologies, energy management, water leakage and management, Smart Lighting and building management systems. He /she will also be responsible for technically managing smart facility project for RSCA.

Duties and Responsibilities:  

   A) CCTV System Monitoring and Administration:

  • Ensure proper network connectivity while regularly monitoring Cisco Meraki camera feeds and system health through the Cisco meraki dashboard, conducting routine maintenance and firmware updates to optimize the performance of all CCTV infrastructure and equipment.
  • Manage cisco meraki cameras, local storage and meraki cloud storage for optimal performance, including setting resolution, frame rates, retention periods, analytics and recording schedules.
  • Monitor cloud storage costs and optimize usage, adjusting both local and cloud storage plans as needed to align with UNDP security operational requirements.
  • Ensure the Meraki CCTV system complies with relevant privacy and data protection regulations while implementing security measures to protect against unauthorized access.
  • Ensure meraki system interoperability between different brands and technologies.
  • Collaborate with cross functional teams from RSCA, ITM, and Cisco Meraki support centers in performing troubleshooting and infrastructure upgrades.
  • Identify areas for improvement and gaps in coverage by collaborating with UNDP security to understand security requirements, gathering user feedback on the current meraki system's strengths and weaknesses, researching the latest Meraki camera models and features, and creating a detailed budget for the upgrade that includes hardware, software, and installation costs.
  • Organise training for the system administrators and end users to optimize benefits of the system upgrades.

   B) Security Access Control and Electronic ID Card Management System:

  • Coordinate with the UNDP procurement and security teams to negotiate contracts with solution providers with clearly define terms, pricing, service levels, and responsibilities.
  • Supervise the installation and configuration of access control software, hardware (e.g., card readers, controllers…etc) and electronic ID card management system.
  • Create and manage user profiles within the access control and ID card management systems, including issuing ID cards and assigning access rights.
  • Ensure that access control and ID card management systems comply with security protocols and organizational policies.
  • Perform system administration tasks and conduct routine maintenance on access control devices, systems and ID card printers to ensure optimal functionality.
  • Collaborate with cross functional teams from RSCA, ITM, and third party support centers in performing troubleshooting and access control infrastructure upgrades.

   C) Implementation and Administration of Smart Energy Systems:

  • Collaborate with RSCA electrical and power system team and provide input to ITM on need assessment and development of business case for RSCA smart energy management system that analyze energy data to optimize consumption, manage resources, and implement demand response strategies.
  • Oversee the implementation of smart energy meters and monitoring systems to track energy consumption in real time.
  • Cooperate with ITM for support on the operation, troubleshooting and upgrade of smart energy systems.
  • Contribute in developing and promoting programs aimed at reducing energy usage and enhancing sustainability.
  • Contribute to the implementation of renewable energy solutions (e.g., solar panels) and their integration into RSCA’s smart energy management strategy.
  • Prepare reports on energy usage and savings for management and regulatory compliance.

   D) IoT Technologies and Sensors (IoT-As-A service):

  • Provide technical support and assistance in coordination with ITM in building and managing IoT-As-A-Service portfolio using sensors-based devices and transmission technologies such as LoRaWAN, Zigbee, NB-IoT, LTE-M…. etc. in order to provide/create smart UN Facility in UNDP RSCA.
  • Provide technical support on the deployment of IoT devices and sensors for monitoring various aspects of the facility (e.g., occupancy, temperature, energy use).
  • Contribute to the integration of IoT data with existing systems to create a centralized platform for monitoring and control.
  • Work on solutions that improve the user experience within the RSCA facility, such as smart lighting, parking and climate control based on occupancy.
  • Collaborate with ITM and IoT service providers to ensure the systems are up-to-date and functioning effectively.
  • Stay updated on emerging IoT trends and technologies, assessing their potential applications for UNDP projects.
  • Assist in developing policies and guidelines that govern the use of IoT technologies within UNDP projects.

   E) Smart Facility Management System (Monitoring Dashboard):

  • Oversee the configuration and operation of the dashboard software for all smart facility systems, ensuring all systems are functioning correctly.
  • Monitor facility systems and equipment in real-time, including CCTV, access control, lighting, and energy usage.
  • Stay updated on industry trends and best practices in smart facility management dashboards.
  • Prepare regular reports on facility performance metrics, security systems operations, energy consumption, and maintenance needs.

   F) Documentation and Record Keeping:

  • Maintain comprehensive documentation of all RSCA smart facility projects, systems, and devices that includes procedures, manuals, technical specifications, and operational procedures for smart facility devices.
  • Maintain and regularly update a comprehensive inventory of all smart facility devices reflecting new acquisitions, disposals, or changes in device status (e.g. CCTV camera, door controller, card reader, IoT sensor, energy meter…etc.)
  • Prepare documentation for audits related to the use and management of smart facility devices. Record lessons learned and best practices to foster a culture of quality and improvement.
  • Prepare training materials and administer training on the use of the IoT and smart devices implemented in the building.

3.     Institutional Arrangement

Under the overall guidance and direct supervision of the RSCA Operations Manager, the Smart Facility Operations Specialist, oversees the planning, implementation, operation, maintenance, upgrade and administration of RSCA Smart Facility systems, devices and projects. The incumbent will also operationally report to the RSCA Sub-Regional Security Specialist on matters related to the operation of the smart facility systems.

5.    Minimum Qualifications of the Successful NPSA

Min. Education requirements

  • Advanced University Degree (master’s degree or bachelor’s degree in Computer Science, Cloud Security, Information Technology, Electrical Engineering, Cybersecurity, or related field.
  • A First Level University Degree (bachelor’s degree) in the above-mentioned fields with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.

Min. years of relevant work experience

  • Minimum of 5 years (with master's degree) or 7 years (with bachelor's degree) of relevant experience in physical security systems, smart facility systems or IoT technologies

Required  skills

  • Experience in managing and troubleshooting video surveillance system at enterprise level
  • Experience in managing and troubleshooting electronic security access control and Id card management at enterprise level.
  • Experience in Cisco network infrastructure implementation, troubleshooting and maintenance that include configuration of switches

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in understanding cloud computing strategy and cloud-based infrastructure technologies, in order to apply it in developing infrastructure setup will be an advantage
  • Experience in efficiently handling and managing ICT, physical security or smart infrastructure projects based on PRINCE2
  • Knowledge IoT sensor transmission technologies such as LoRaWAN, BLE, Zigbee, NB-IoT, LTE-M and on CCTV and access control protocols such as ONVIF, RS-485, and Wigand protocol
  • Experience in evaluating and optimizing vendor management processes, and workflows to enhance efficiency, effectiveness, and compliance.
  • UN experience is desirable

Required Language(s)

  • Strong verbal and written communication skills in English and local language is required.
  • Knowledge of another UN language will be an advantage.

  • Holding any one or more of the following certificates such as CCNA, CompTIA Security+, CISSP, CEH, CISM, PRINC2 will be an added advantage
