Background/Context

UN Women, grounded in the vision of equality enshrined in the United Nations Charter, works towards the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The UN Women Indonesia Country Office (CO) hosts the ASEAN Liaison Office, which supports ASEAN and its Member States in advancing the Women, Peace, and Security (WPS) agenda in line with global normative frameworks. In this context, UN Women Indonesia launched the five-year project Empowering Women for Sustainable Peace: Preventing Violence and Promoting Social Cohesion in ASEAN (ASEAN WPS Regional Project). Funded by the Governments of Canada, the United Kingdom, and the Republic of Korea, the project supports ASEAN and its 10 Member States in promoting women’s participation and leadership in conflict prevention, resolution, and recovery.

At the regional level, the project promotes and implements policy frameworks such as the ASEAN Regional Plan of Action on Women, Peace, and Security (ASEAN RPA WPS). It also facilitates capacity-building activities, including training sessions, workshops, dialogues, consultations, and the exchange of knowledge and good practices. Country-level activities are implemented in Indonesia, the Philippines, Thailand, Viet Nam, and Timor-Leste.

UN Women Indonesia CO is launching a competitive process to recruit an International Consultant to support the project team in mobilizing resources to extend and sustain the project’s results. Reporting to the ASEAN Governance, Peace, and Security Specialist, the consultant will work in close collaboration with project team.

Duties and Responsibilities

Objectives of the assignment

The main objective of this assignment is to support the ASEAN WPS project team in strengthening their capacities on resource mobilization and securing financial resources to ensure the continuation of the ASEAN WPS project results.

Scope of Work and Tasks

Under the overall guidance and management of the Programme Specialist, ASEAN Governance, Peace and Security, and supervision from the Project Coordination Specialist ASEAN WPS, in close coordination with country-level WPS project officers, the Consultant will perform the following tasks:

All deliverables, including annexes, notes, and reports, should be submitted in English.

 

Consultancy Terms

The consultancy will require a maximum of 150 working days over the contract period. The Consultant will be engaged under a retainer contract, allowing for direct engagement based on need and availability within the contract period for a pre-agreed fee.

UN Women is not obligated to purchase a minimum quantity of services, and purchases will only be made if there is an actual requirement, via a Purchase Order under this contract. UN Women will not bear any costs if no purchases are made.

The expected number of workdays for each deliverable will be discussed between the Consultant and UN Women on a case-by-case basis. Payment will be made upon satisfactory completion of deliverables, or as otherwise agreed between the Consultant and UN Women.

 

Inputs

  • UN Women will provide the Consultant with background information, documents, and a list of stakeholders relevant to the assignment.
  • The Consultant is expected to work using their own computer.
  • UN Women will cover travel costs in line with its rules and regulations.
  • UN Women will also cover translation/interpretation costs if necessary.

 

Performance Evaluation

The Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the deliverables.

 

Consultant’s Workplace and Official Travel

The Consultant will be home-based, with possible field missions in the ASEAN region

Required Skills and Experience

Required Qualifications

Education:

  • Master’s degree in international relations, economics, business, or related social sciences.
  • A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of a master's degree.

Experience:

  • At least 15 years of experience in building successful strategic partnerships and/or resource mobilization.
  • Hands-on experience developing project documents, proposals, and concept notes promoting gender equality.
  • Experience related to governance and Women Peace and Security (WPS), especially in the context of Southeast Asia.
  • Understanding of the UN/UN Women results-based management (RBM) and application to development of log frame and performance monitoring frameworks, including indicator development.
  • Experience working with civil society organizations, international institutions, and donors.
  • Experience within the UN system is desirable.

Language and Other Skills:

  • Proficiency in oral and written English.
  • Computer literacy and ability to effectively use office technology equipment, the Internet, and email.
  • Excellent facilitation skills
