UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Indonesia is one of the most highly disaster prone countries in the world. Natural disasters are common and frequent phenomena in Indonesia that cause regular loss of lives, destruction to property and frequently also causes irretrievable damage to the environment - effects of climate change will only make things worse. These disasters, the effectiveness of response activities, the recovery and reconstruction costs and resulting setbacks to development including their negative affect on achieving MDGs have highlighted for the GOI, the public and the international community as never before the importance of introducing and enacting reforms that will reduce the impact of disasters on development gains.
Leading edge thinking on disaster risk management has changed dramatically in the last decade or so, both internationally and in Indonesia, moving from an almost total focus on relief and response after disasters to a new focus on mainstreaming disaster risk reduction in the development and governance processes. In the last 15 to 20 years,
starting with the UN International Decade for Natural Disaster Reduction (IDNDR), through to the establishment of the UN International Strategy for Disaster Reduction (ISDR) in 2000 and the development of the Hyogo Framework for Action on Disaster Risk Reduction 2005-2015 (HFA-DRR), new approaches have been developed that better address underlying development related causes before disasters strike. The UN’s Hyogo Framework for Action on Disaster Risk Reduction 2005-2015 (HFA-DRR) is an important new disaster risk reduction tool designed to be used as an internationally agreed framework for monitoring if a nation or community has all the components in place needed to comprehensively reduce risks to future disasters. The HFA-DRR has been formally adopted by the Government of Indonesia (GOI) and is being used for this purpose as a way of measuring progress towards reducing the effects of disasters in Indonesia at both national as well as local government levels.
In the last decade, a series of major disasters have aptly demonstrated the high risk of Indonesia to disasters and the need for mainstreaming disaster risk reduction into Indonesia’s development process. The GOI and the Indonesian public have recognized this need for a new way of addressing disasters and this has resulted in a number of important new DRR initiatives:
- National Disaster Management (DRR) Legislation, i.e. Disaster Management Law and four ancillary regulations now being enacted, while guidelines and local level legislation are being developed and refined; Disaster Risk Reduction is now formally a national development priority;
- GOI Work Plans for 2006, 2007 & 2008 by BAPPENAS that have substantial budgets for pre-disaster mitigation;
- National Action Plan for Disaster Risk Reduction 2006-2009 by BAPPENAS and BNPB based on the HFA-DRR;
- National DRR “Platform” (forum) set-up on 28 April 2009;
- Local Action Plans and Provincial “Platforms” initiatives (Yogjakarta, Central Java and Aceh); and the
- Growth of Community Based Development with DRR components.
For its part, UNDP has worked to support the GOI’s efforts to build its disaster risk management capacity since 1980. This includes support for preparedness programmes in the 1980s, a program introducing the concept of disaster risk management as a part of overall development planning in the mid 1990s and, after the tsunami in 2005, UNDP supports for a number of recovery initiatives both in Aceh and in Yogyakarta. Since 2006 UNDP has supported development of a range of disaster risk reduction programmes that directly address the underlying causes of disasters in the development planning and the governance process. They include the following programmes and projects, the last of which is currently being designed:
- Safer Communities Through Disaster Risk Reduction in Development (SC-DRR);
- Making Aceh Safer Through Disaster Risk Reduction in Development (DRR-A);
- UN Joint Strategic Plan on Disaster Risk Reduction in Development (JSP-DRR); and
- Mainstreaming DRR In Indonesia’s Recovery and Reconstruction Process.
In order to better address and take advantage of emerging opportunities to ensure disaster risk reduction is an integral part of current and future development and governance processes throughout Indonesia, UNDP has partnered with the GOI to implement a national programme called the “Safer Communities Through Disaster Risk Reduction in Development” or SC-DRR. The overall target budget figure for the five-year programme stands at USD $18 million of which approximately $12 million has been raised.
The SC-DRR is intended to attain four key outputs:
- Output 1: Disaster risk reduction policy, legal and regulatory framework established;
- Output 2: Institutional systems that support decentralized disaster risk reduction established, strengthened and integrated with local level development;
- Output 3: Communities and decision makers better informed on disaster risks and measures that can be taken to reduce those risks; and
- Output 4: Local disaster risk reduction processes and methodologies and guidelines and tools developed applied, documented, and fed-back into policy framework.
To implement the SC-DRR programme, a Project Coordination and Implementation Support Unit (PCISU) has been established within the offices of the National Development Planning Agency (BAPPENAS) which is the executing agency for the project. The PCISU reports through its National Project Manager (NPM) to the Project Executive Board which is chaired by the National Project Director (NPD) from BAPPENAS. The Project Board is made up of BAPPENAS, the National Disaster Management Agency (BNPB) which is co-chair, the Ministry of Home Affairs (MOHA) and UNDP.
The project document has prescribed the need to establish the position of Technical Advisor for the project to support the SC-DRR NPD, and PCISU (including the NPM) in implementing this important new national DRR programme
Devoirs et responsabilités
Under the supervision of the NPM SCDRR, the Technical Advisor will provide technical advice and support for the implementation of the “Safer Communities Through Disaster Risk Reduction (SC-DRR) in Development” programme with the aim of enhancing project quality and delivery through the conceptualization, design, mainstreaming and promotion of disaster risk reduction as a part of development decision-making and governance processes throughout Indonesia, including integration/coordination of the SC-DRR programme with other DRR programmes and projects of other UNCT or UNDP supported DRR initiatives in Indonesia and in the Asia region.
The Technical Advisor SCDRR will carry out the following specific tasks:
- Provide technical and programmatic advice on DRR to the SC-DRR PCISU and Project Executive Board;
- Provide on-going advise on the development of strategies for implementation of each Output based on the initial intent of the agreed Project Document;
- Advise on the development of Grand Strategy for the implementation of SCDRR framework from end to end;
- Advise on the integration of SC-DRR disaster risk reduction initiatives with those of other GOI related measures and UNDP or UNCT supported DRR projects in Indonesia and the Asia region and identify and support cross-fertilising initiatives between national (SC- DRR) and other national and regional DRR Projects;
- Analyse and review the implementation of SC-DRR projects, project components and activities and provide advice to ensure the quality and their relevance with the changing circumstances;
- Promote coordination among implementing partners through information sharing, meetings and workshops towards maximizing delivery and synergy;
- Serve as a SC-DRR resource person for disaster risk reduction in the region or in Indonesia;
- Assist in the identification and acquisition of needed additional project funding;
- Provide advice on the monitoring and evaluation mechanism of the SC-DRR programme;
- Provide support and advice to SCDRR PCISU to use the Climate Change Adaptation (CCA) approach to systematically incorporate CCA risk knowledge, preparedness, mitigation and prevention across DRR actions;
- Ensures gender perspective is mainstreamed in DRR work;
- Coordinate and consult with the DRR Focal Point and National DRR Advisor of UNDP - Indonesia, to ensure enhancement of quality and delivery of the SC DRR and synergies with other related measures supported by UNDP; and
- Perform other related functions as required by the supervisor.
Output schedule delivery:
- 3 weeks after contract awarded, upon submission and satisfactory acceptance of Report on analysis of the integration of CCA and gender perspective into DRR for the basis of mainstreaming DRR into national development plan.
- 6 weeks after contract awarded,upon submission and satisfactory acceptance of Review the implementation of SC-DRR projects, project components and activities and provide advice to ensure the quality and their relevance with the changing circumstances.
- 8 weeks after contract awarded, upon submission and satisfactory acceptance of Analytical reports on disaster risk reduction issues and measures throughout Indonesia both at the national and local levels.
- 3 months after contract awarded, upon submission and satisfactory acceptance of Grand Strategy for the implementation of SCDRR framework from end to end.
Compétences
- At least 10 (ten) years professional experience in development programming, particularly on the design and implementation of disaster risk reduction programmes and projects;
- Must possess an understanding of the links between disaster risk reduction and climate change adaptation;
- Experience working in close collaboration with both Governmental and non-governmental sectors both at national and local levels;
- Demonstrated ability related to management of project cycles, including project formulation, monitoring, reporting and evaluation, particularly UNDP standards and procedures;
- Proven ability to negotiate and troubleshoot relationships with national and international stakeholders;
- Must be a proactive team player committing to enhancing and bringing additional value to the work of the team as a whole;
- Ability to work under-pressure and handle multi-tasking situations; and
- Knowledge of Indonesia and the decentralization issues in the country will be an advantage;
- Willingness and ability to travel to remote field sites;
- Experience in relations and work with government agencies, NGOs, donors, and academia in the development field ; Familiar with the GOI’s development and disaster management policiesDemonstrated capacity to independently manage assignments and meet tight deadlines.
Qualifications et expériences requises
- Advanced university degree in social sciences, public administration, international development, engineering or a discipline relevant to disaster risk reduction as a part of development;
- At least 10 (ten) years professional experience in development programming, particularly on the design and implementation of disaster risk reduction programmes and projects;
- Fully fluent English language speaking, presentation and writing skills are an absolute necessity with a strong demonstrated ability to draft, edit and produce written results-focused reports in English using up-to-date computer skills;
- Working knowledge in Bahasa Indonesia language is desirable.
