UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context

Background Information

Following the signing of Jakarta Commitment on 12 January 2009, Government of Indonesia (GOI) established the Aid for Development Effectiveness Secretariat (A4DES) within Bappenas in order to implement the aid effectiveness principles as articulated in the Paris Declaration and adapted to Indonesia’s country context. Shortly after its inception, A4DES developed the A4DE Program, which elaborates priority actions for implementation of the Aid for Development Effectiveness agenda. The Programme was formulated for strengthening the country ownership over the development process, improving mechanisms for the delivery and monitoring of the development results, and enhancing mutual and inclusive partnerships with the development partners.

The objective of the A4DES programme is to adopt a nationally owned and GoI-led development cooperation management process to achieve targeted development results in an environment of partnership, mutual trust, and mutual accountability in order to maximize the impact of aid on the country’s development.  The A4DE program proposes to establish a “Trust Fund” to pool funds from the development partners for undertaking the activities of the first phase of implementation of the Jakarta Commitment during 2009-10 periods. In the beginning, an international institution would be appointed to manage the Fund and to facilitate capacity building for administration of a nationally-managed Trust Fund subsequently. For this purpose a Transitional Multi Donor Fund (TMDF) was established in order to set the structures and systems, and building national capacity to manage the nationally-led trust fund and support implementation of the A4DE Program for achieving the country’s Paris Declaration targets and laying the foundation for realization of the Jakarta Commitments, the Medium Term Development Plan priorities and the Millennium Development Goals.

Under the guidance of the Head of Planning Monitoring and Evaluation Unit, UNDP Indonesia and the supervision of the National Project Director, the Programme Officer will backstop the TMDF project to cover duties and activities to ensure that the operational implementation, communication and liaison with donors and stakeholders are carried out according to UNDP rules and regulations. Hence to provide high quality project implementation, ensuring accurate, timely and properly recorded/documented service delivery.

The Programme Officer will work in coordination with BAPPENAS, A4DE Secretariat, donors and staff and consultant of the project. She/he should ensure sound and accountable management of project finance, procurement and HR processes and its assurance according to UNDP Indonesia rules and regulations. The incumbent will be based in Jakarta.
