Background

The Department of Environment and Conservation (DEC) of the Government of Papua New Guinea (PNG), together with the Global Environment Facility (GEF) and UNDP PNG will be implementing the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea.
 
The objective of the Project is to establish a system of terrestrial and marine protection which builds upon existing community-based resource management structures in PNG. To achieve this objective, the following three broad outcomes will be required: 1) National and local policies and capacities to support community managed protected areas (PAs); 2) Community Conservation Areas strengthened or established in selected sites; and 3) Conservation-compatible livelihood generation opportunities. The key impact indicator associated with this objective will be the extent of high conservation valued terrestrial and marine area which is brought under community-based conservation at targeted sites.
 
The Payment for Ecosystem Services Specialist/ Specialist Team of the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea (hereafter Specialist) will assist with Outcome 3 and will work under the direct supervision of the DEC’s Deputy Secretary of the Environmental Sustainability Wing, and overall guidance from the Secretary. The Specialist will also work closely with DEC’s in-house Natural Resource Economist.
 
The Specialist will conduct an analysis on conservation-compatible livelihood generation opportunities in short-listed project site areas. This analysis will assist in the project design of the above-mentioned Project.

Duties and Responsibilities

Expected Outputs
  1. A strategy paper for spatial data collection where gaps in data/information exists in the project area
  2. A strategy paper for potential PES opportunities and non-extractive/non-depleting economic activities in the project area
  3. PES indicators for use in M&E purpose
  4. An analysis paper on community-level resource management structures of the project areas
  5. Financial needs assessment report on managing community PAs, particularly those involving PES
  6. Draft full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea with estimation of project costing.
 
 Maina Tasks 
 
The main duties and responsibilities of the Specialist will be to identify conservation-compatible livelihood generation opportunities. The main activities of the Specialist will include:
  • Review spatial data within the project areas/eco-region to identify gaps in data/ information and develop a strategy for data collection to meet project needs with support from the DEC GIS Specialist
  • Identify potential PES opportunities within the project areas and develop strategies for project implementation with support from DEC’s Power/Water and Tourism specialists.
  • Identify potential of non-extractive/ non-depleting economic activities such as sustainable agricultural production/ value-added processing of raw materials
  • Develop indicators for use in M&E.
  • Contribute to an analysis of existing community-level resource management structures of the short-listed project site areas, capacities and associated lessons learned from previous interventions
  • Investigate the financial requirements associated with management of community PAs (financial needs assessment), together with various revenue-generating options, particularly those involving PES
The Specialist will also assist with the following:
  • Compile the findings and reports of outcomes 1 and 2 from the Policy Analyst and Stakeholder Engagement Specialist/Specialist team
  • Compile the findings of the DEC funded Securing Resources and Benefits Sharing project and REDD opportunity costs study into the project design of the full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea
  • Consolidate the findings and assist UNDP and DEC in developing the full-sized project document for the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea
  • Conduct costing of expected project outcomes and outputs
  • Assess social, economic and financial sustainability of proposed project activities.

Required Skills and Experience

The Consultant will have the following minimum qualifications:
  • Masters degree in natural resource management-economics, environmental economics, environmental management or a closely related field
  • At least 8 years professional work experience in natural resource assessment, economic cost-benefit
  • In-depth knowledge of PES and demonstrated experience in conducting PES analysis
  • Proven record in the writing of research papers, policy analysis and recommendations, reports and publications
  • Management experience, including coordination of teams in a multi-disciplinary and multicultural environment
  • Previous work experience in PNG/the Pacific is desirable
  • Proven record in the writing project proposals/documents.
