Antecedentes
I. Organizational Context
The Security Associate (SA) is primarily responsible to supervise the day-to-day office security procedures for the UN at the Menara Thamrin (MT) building.
Reporting to the Chief Security Advisor (CSA), the Security Associate will supervise; the services of the hired guard force, implement security arrangements and measures as advised by the CSA, and maintain liaison with MT building management regarding joint safety and security concerns. The Security Associate, through the CSA, will maintain daily liaison with local Police authorities and be available to assist during the arrival of demonstrations at the UN offices and during other occurrences of threat or emergency.
II. Functions / Key Results Expected
Summary of key functions:
- Assists the CSA in collecting, updating and communicating information regarding the security situation in the MT Building and supervise security staff and guards
- Assists in maintaining the security arrangement for MT building and in monitoring compliance with Minimum Operational Security Standards (MOSS).
- Assists in reporting security incidents affecting UN staff based in MT building and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report
- Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
- Provides general administrative assistance to the CSA
Deberes y responsabilidades
1. Assists the CSA in collecting, updating and communicating information regarding the security situation in the MT Building and supervise security staff and guards
- Day to day supervision of those security staff and guards hired by the UN and deployed at the UN floors and entry/exit points of the MT building.
- Acting as the focal point for UNDSS at the time of demonstrations or protests arriving at or near to the MT building, including adjacent streets.
- When directed by the CSA, act as the contact for demonstrators who wish to see the UN representatives.
- On direction of the CSA, liaise with the local police authorities, during demonstrations, during any other threat or emergency incidents and for general security matters.
2. Assists in maintaining the security arrangement for MT building and in monitoring compliance with Minimum Operational Security Standards (MOSS).
- Maintenance of all existing security arrangements and physical security measures for the UN at MT building, on advice of the CSA.
- Implementing new security measures as directed by the CSA.
- Maintaining day to day liaison with the MT building security management for effective implementation of all joint security measures, perimeter security and access control.
- Reporting to the CSA any criminal or other security incident or disturbance occurring on the UN floors and providing advice on possible further action required.
- Monitoring operations of CCTV’s, maintenance of key-discipline, fire alarms, fire extinguishers, first aid boxes and other security related equipments related to the UN occupancy of the MT building with the help of maintenance section and building management.
- Conducting various evacuation drills and maintaining safety floor warden system on advice of the CSA.
3. Assists in reporting security incidents affecting UN staff based in MT building and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report
- Maintaining close liaison and collaboration with UN Agencies resident in the MT building and provide support to the agencies to ensure their safety and security systems are operating and current.
- On instruction from the CSA, conduct security risk assessments (SRA) related to the MT building and develop plans for action on the findings of the SRA.
4. Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.
5. Undertakes other security management functions and tasks as designated by the CSA
III. Impact of Results
The results achieved by the Security Associate have an impact on the efficiency of the office security procedures for the UN at the Menara Thamrin (MT) building. Accurate presentation of information strengthens the capacity of the office and promotes the image of UN as an effective contributor to the development of the country. The Security Associate is to contribute to the enabling of the UN within the policy and procedures related to good risk management and the directive of the CSA.

Habilidades y experiencia requeridas
V. Recruitment Qualifications
Education:
- Secondary education. University Degree desirable, but it is not a requirement.
Experience:
- 5-7 years experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.
Language Requirements:
- Fluency in the UN and national language of the duty station.
Other Skills and Requirements:
- Knowledge of HF and VHF radio operation;
- Experience in diplomatic security, protection and intelligence considered an asset;
- Knowledge of host country safety codes;
- Solid computers skills (MS Word, Excel, Access and PowerPoint);
- Possession of a valid driver’s license
- Ability to travel
- Physically fit
