Antecedentes
UNDP OFFICE IN UZBEKISTAN seeks multilingual qualified, motivated candidates with appropriate experience for the positions of Project Manager (SC-9) for the joint project of UNDP and the Government of Uzbekistan “ Initiation Plan: Enhancing Legislative and Institutional Environment for Equal Employment Opportunities for Women and Men of Uzbekistan”.Background information
The global financial crisis has also impacted Uzbekistan, with a great number of migrants returning to their home country adding to the unemployed numbers, causing ancillary problems. Thus, on the one hand, there is need for improved coordination and monitoring of employment policies, legislation, and their gendered impact by involved actors. On the other hand, there is a need to boost innovative job creation and income generation initiatives in rural areas, especially targeting women.
The Initiation Plan aims at piloting social enterprises for women’s employment (with professional and social handicaps) in rural areas as well as developing a full scale project document targeting supporting policy making and enabling legislative and institutional environment to promote equal rights and opportunities for stereotype free choice of employment by women and men.
Deberes y responsabilidades
Under the direct supervision of the Head of Good Governance Unit, The project Manager will bear responsibility for smooth implementation of the project and fulfill the following duties and responsibilities.Initiation Plan oversight
· Oversees strategic planning process, day-to-day Initiation Plan (IP) activities and its overall implementation process;
· Supervises the execution of Annual Work Plans, analyzes emerging problems and proposes adequate measures to ensure timely fulfillment of envisioned tasks;
· Oversees overall monitoring and evaluation of the IP and ensures that all data gathered during implementation period is disaggregated by sex;
· Coordinates and supervises the work of IP team members and National and International Consultants, recruited within the project activities;
· Monitors and reports to UNDP on all financial and procurement matters of the project, including proper utilization of funds and delivery, budget revisions, availability of funds, reconciliation of accounts, establishment of internal control mechanisms. Acts as a focal point to liaise with auditors and ensures follow-up actions. Ensures the accuracy and reliability of financial information and reporting;
· Encourages awareness of and promotion of gender equality among IP staff, consultants, and partners;
· Liaises with other UNDP-funded projects to implement possible synergies and reports to UNDP Head of Good Governance Unit on conducted activities;
· Maintains close cooperation with relevant Government bodies, UN Agencies and other development partners to ensure effective communication and follow up on matters related to project activities.
· Development of full scale project document
· Consolidates existing research, analytical notes, legislative reviews on the existing employment sector in Uzbekistan;
· Reviews international best practices and UNDP experience in projects on employment creation and promotion of equal opportunities for women and men for possible replication;
· Identifies partnership strategies with regard to providers of specialised expertise, with special encouragements for providers with a gender mandate/gender knowledge, and possible co-financiers, and leads resource mobilisation for project components;
· Ensures the development, wide discussion with all stakeholders, finalization, and signing of the full scale project document on employment;
· Ensures that the full scale project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming);
· Develops Terms of References for the envisaged personnel within the full scale project;
· Prepares draft work-plan of the new project for the year 2010;
· Organizes working meetings with UN agencies, other national and international partners (e.g. Local Project Appraisal Committee (LPAC) and other meetings);
· Performs other duties as requested.
Competencias
Habilidades y experiencia requeridas
Education:University Degree in Business Administration, Economics, Management, or Development studies. Master’s degree would be desirable, but is not a requirement.Experience:At least 3-4 years of relevant managerial and/or project drafting work experience in the employment sector (job creation, business start-up, etc.)
Language Requirements: Good command of English, proficiency in Uzbek and Russian
