 UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the position of Community Mobilization Officer, (SC-6 part time), for Area Based Development Project in Kashkadarya

The Area Based Development (ABD) programme in Uzbekistan is an integral part of UNDP’s strategy of promoting human security and achieving the Millennium Development Goals (MDGs). It contributes to the implementation of the Government’s regional development and decentralization policy as expressed in the Welfare Improvement Strategy. The overall objective of the ABD project is to continue improving living standards in Kashkadarya. The specific objective of the second component is to increase the capacity of rural communities to participate in local development processes and undertake self-help initiatives to improve basic services in pilot communities of Kashkadarya.

To achieve the second specific objective the project will: (i) improve public service delivery (community infrastructure facilities) and (ii) promote equitable community participation of men and women for improved local governance. The project will combine technical rehabilitation with ensuring Mahallas’ improved technical and organizational capacities and community mobilization for improved infrastructures. In cooperation with the local authorities, the project will introduce participatory rural community development approaches in target districts.

The ABD project supports local communities and their partners through capacity building and training events to contribute effectively to the enhancement of living standards in the region. These training will serve to mobilize communities to develop community plans, agree and finalize them with the community as a whole, present them and have them endorsed by local authorities and mahalla committees, prioritize projects and interventions, identify cost sharing, implement the projects, monitor and evaluate them.

Devoirs et responsabilités

Under the overall guidance of ABD Area Manager and direct supervision of the Task Manager on Community Empowerment, Community Mobilization Officer will provide assistance to the project in achieving and implementing the project activities as per the workplan.

-    Assist  the ABD project team in preparation of all the documentation related to implementation of community projects and community mobilization in target districts;

-    Identify the training needs in the communities and elaborate, discuss, review and finalize the required training needs;

-    Develop training and workshop materials, training topics and handouts for target groups;

-    Assist the Task Manager to develop a training plan on community mobilization for identifying priorities of the selected communities;

-    Conduct training sessions and seminars in target communities (PCA, problem tree analysis at community levels, impact assessment, etc.) and activities on community mobilization;

-    Collect & analyze data for the MDGs community baselines and the MDGs localization workshops in the target districts;

-    Conduct trainings for the staff of the 4 Mahalla Information & Resource Centres in the ABD  target districts, help them to share experience on community mobilization and community training techniques that will assist communities  to participate in their development;

-    Ensure active participation of local non government organization and community based organizations in facilitating and supporting social community activities, their monitoring and evaluation in the ABD target districts;

-    Facilitate the resource mobilization at the pilot communities for the community based projects;

-    Propose an outline for training approach, content and delivery including dates and expected outputs;

-    Plan, monitor and evaluate the implementation of community mobilization and training activities, analyze problems that hamper their implementation and suggest to the Area Manager and Task Manager appropriate measures to ensure their timely implementation;
 
-    Prepare reports to the Area Manager and Task Manager for the Component II on timely implementation, monitoring and evaluation of all community actions and community training activities;

-    Collecting data for elaborating community development plans of the selected communities;

-    Coordinate the work of the Community Trainer according to the TOR

-    Other duties he/she may be assigned within the ABD project.

Compétences

  • Experience in UNDP projects or other international organizations is an asset
  • Ability to work under pressure and meet deadlines in a result-oriented environment

Qualifications et expériences requises

  • University diploma in  Education, Management, Planning, and/or in other relevant spheres
  • At least 5 years of relevant work experience in community mobilization and training
  • Fluency in Uzbek, Russian (knowledge of English is an asset)
