Antecedentes

The Area Based Development (ABD) programme in Uzbekistan is an integral part of UNDP?s strategy of promoting human security and achieving the Millennium Development Goals (MDGs). It contributes to the implementation of the Government?s regional development and decentralization policy as expressed in the Welfare Improvement Strategy. The programme focuses on three areas of interventions: 1) improved capacity for local development planning and 2) support to communities to set up self-help schemes for improved access to basic services; 3) support to income generation, microfinance and job creation with focus on agriculture and demonstration of appropriate local technologies that can provide an alternative to existing centralized services and small business opportunities.
To coordinate the daily work of water and construction engineers in supporting communities to set up self-help schemes to rehabilitate basic infrastructures for improved access to basic services (construction, gas, electricity, etc), as well as provide assistance to the UNDP/UNV TB prevention project in identifying, implementing and monitoring community projects, the project recruits a senior engineer. Under the overall guidance of ABD Area Manager and direct supervision of the Task Manager on Community Empowerment, the Senior Engineer will carry out a monitoring of implementation of the community projects launched within the ABD KK project and takes measures to transfer accomplished community projects to the balance of respective institutions for proper functioning and sustainability of rehabilitated infrastructures.

Deberes y responsabilidades

  • Coordinate water and construction engineers? daily activities and be responsible for collecting and reviewing the data necessary for identification, implementation and monitoring of community projects;
  • Be responsible for identification of minimum 5 community projects within the UNDP/UNV TB project and preparation of documents to launch the projects and their monitoring;
  • Be responsible for preparation of the documents to transfer accomplished community projects within the both ABD and TB projects to the balance of relevant institutions;
  • Assist the project team and Resource Centers to organize and conduct training and workshops with local communities on community resources mobilization and community development;
  • Assist the Community Trainer in conducting CDP presentation and lobbying CDPs at the district level;
Outputs:
  • At least 5 community projects within the TB project implemented and transferred to relevant institutions for sustainable maintenance;
  • Community projects within the ABD project implemented and transferred to relevant institutions;
  • Workshops on community resources mobilization and community development conducted.
  • At least 5 CDPs included into the district annual budget as a result of lobbying.

Competencias

 - Good understanding of roles and responsibilities of Khokimiyat and Mahalla system in planning, implementing, monitoring and supporting? infrastructure building, maintenance and monitoring;
- Initiative, analytical judgment, ethics and honesty;
- Ability to use information and communication technology as a tool and resource;
- Ability to work under pressure and meet deadlines in a result oriented environment;
- Excellent interpersonal and cross cultural communication skills;

Habilidades y experiencia requeridas

  • University diploma in any of the following areas: Engineering, Construction (drinking water sanitation, irrigation) and/or Architecture and/or Design
  • 4-5 years of experience in water management and construction (in water supply projects)
  • Fluency in Karakalpak/Uzbek and Russian, knowledge of English an asset
