UNDP works to prevent the spread of HIV/AIDS and reduce its impact. As a trusted development partner, and co-sponsor of UNAIDS, it helps countries put HIV/AIDS at the centre of national development and poverty reduction strategies; build national capacity to mobilize all levels of government and civil society for a coordinated and effective response to the epidemic; and protect the rights of people living with AIDS, women, and vulnerable populations. Because HIV/AIDS is a world-wide problem, UNDP supports these national efforts by offering knowledge, resources and best practices from around the world.
 
UNDP Uzbekistan will soon start its new programme cycle, for 2010 - 2015.One of the important areas for its intervention in the next programme will be on HIV/AIDS, TB and malaria.?Until recently, the role of UNDP Uzbekistan in this area has been relatively limited to the provision of administrative services to the implementation of the Global Fund (in which the Government is the Principal Recipient) and to the CAAP (Central Asia AIDS Project). In the next programme cycle, however, UNDP will have more focused intervention, working closely with other UN agencies and particularly focusing on the area of capacity development of national institutions.

Devoirs et responsabilités

Working under supervision of the Head of Good Governance Unit and under the overall guidance of ARR and DRR, the National Programme Officer will be responsible for the following specific tasks:
-  Providing oversight of projects on HIV/AIDS, TB, malaria, including those in support of implementation of the GFATM (The  Global Fund to fight AIDS, Tuberculosis and Malaria) projects;
-  Establishing and maintaining working relations with key national stakeholders on issues related to HIV/AIDS, TB and malaria prevention, including governmental and non-governmental organizations, international multilateral and bilateral institutions active in the country.
-  Keeping the management and programme units abreast of what is happening in the area of health in general, and HIV, TB and malaria in particular. Take a lead in? the development of technical, progress and other reports on HIV, TB and malaria;?
-  Developing new projects in public health area if enable environment;
-  Participating in all UN thematic gatherings on HIV/AIDS, TB and malaria;
-  Providing technical expertise to the national counterparts on development, review and submission national strategies, proposals and other documents. Organizing, managing and monitoring of capacity development programme for national counterparts working in the area of HIV/AIDS, TB and Malaria.
 
Impact of Results:
 
The key results have an impact on the success of National HIV/AIDS, TB and Malaria country strategy within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Qualifications et expériences requises


Education: Advanced university degree in public health or other related areas;

Experience: Minimum 1 year of professional experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based management systems.

Language Requirements: Fluency in English, Russian and good command of Uzbek.
