Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Background Information

The Government of Indonesia, through BAPPENAS (National Planning Agency) had launched the National Action Plan on Disaster Risk Reduction in 2007 outlining DRR as part of the national development plan and one of nine priorities of the plan.This was also highlighted in the Government's Medium Term Development Plan, 2004-2009, as well as the United Nationsl Common Country Assessment (CCA) of November 2004, and the United Nations Development Framework (UNDAF) 2006-2010.

The United Nations Technical working Group for Disaster Risk Reduction (UN TWG-DRR), which has ten UN member agencies, is formed to ensure coordination among participating UN agencies and enhance the UN role in promoting and facilitating better disaster management support to the Government of Indonesia.The working group was re-activated in 2005 and since then has been very active in facilitating the member agencies and their partners. Taking into account the work of the UNTWG-DRR and the UNTWG-DRR supported Convergence Group initiatives and activities, the UNTWG-DRR considered that it is important to have a more coordinated and strategic programme for disaster risk reduction. The working group then developed the United Nation Joint Strategic Programme for Disaster Risk Reduction (UN JSP-DRR) which was endorsed by the UN Country Team in January 2009.

The UNJSP-DRR is a direct response to the national development priority and builds on support staff and activities that have been in place and responding to this need since the 2005 re-establishment of UNTWG-DRR. It will be implemented in two phases:

Phase I: Formalizing and Strengthening the Joint UN Disaster Risk Reduction (DRR) Recovery, Preparedness Planning and Risk Analysis Capability (2008-2010) will formalize and strengthen ongoing operational and analytical support for DRR coordination and strategic planning among the Government of Indonesia, UN agencies and partners. This initial phase will also include targeted capacity building opportunities and information exchange to increase understanding and effectiveness among all partners.

Specific activities to be undertaken in Phase I include:

• Forming a Joint Programme Secretariat in the Office of the UN Resident Coordinator / Humanitarian Coordinator (RC/HC) capable of supporting both analytical and operational aspects of disaster management;?
• Establishing information systems capable of supporting humanitarian coordination and beyond to also support early recovery and longer term disaster risk reduction requirements;
• Provision of Analytical Services, including Capacity Assessment of the UNCT to carry out DRR Activities according to the Hyogo Framework for Action, risk assessment and gap analysis of HFA implementation to guide Phase II activities;
• Coordination Support, including providing a liaison officer at BNPB to strengthen connection/coordination between UN and Government, and providing support for national HFA reporting activities;
• Fostering a gender-responsive organizational culture. Central to this will be a balance or critical mass of male and female decision makers, consultation with female and male beneficiaries of all age groups, routine use of gender and social analysis, and systems that integrate relevant age and sex disaggregated data for vulnerable groups.
• Strengthening DRR Networks, through Network Analysis and other activities designed to build on existing disaster reduction networks;
• Training and Simulations, especially focus in DRR training for the UN System and partners.

Phase II: Implementation of Targeted Joint DRR Programming (2010-2015) will continue efforts at strengthening coordination and analytical capacities and will also include targeted disaster risk reduction programming in areas determined by strategic analysis and consultation undertaken during Phase I.

A steering committee will be set up to provide programme guidance and oversight of the UN JSP-DRR made up of members from the UNCT and key Government of Indonesia counterparts.The UN leadership will be from the RC/HC Office and the Government of Indonesia leadership will be from the Head of the National Disaster Management Agency (BNPB). Programme development, implementation and coordination will be led by the UNTWG-DRR and the Steering Committee of the Convergence Group as both major beneficiaries and contributors to the JSP-DRR's efforts.

Organizational Context
Under the guidance and supervision of the Project Manager for UNJSP-DRR, the Data Management & Programme Analyst manages the overall aspect of data management and programme analysis of the UNJSP-DRR and provides support to smoothen the coordination of UNJSP DRR-related activities. The Data Management & Programme Analyst promotes a client, quality and results-oriented approach in UNJSP-DRR

The Data Management & Programme Analyst works in close collaboration with the Secretariat of UNTWG-DRR, UNDP DM Unit, CPRU, and Office of the UN RC/HC to ensure consistent service delivery.

II. Objectives of Assignment

Under the supervision of the National Project Manager UNJSP-DRR, the key results have impacts on the facilitation of coordination in terms of quality, accuracy, effectiveness, and efficiency of work completed.

• Updating and enhancing the existing 3W (who-what-where) convergence group database to better reflect project activities according to HFA Key Activities;
• Verify sources and ensure data accuracy through desk reviews and/or through direct interactions and discussion with respective UN/NGO/Donor participants;
• Design the posting of the directory into UNTWG-DRR website to be interactive to enable direct updating by the respective UN/NGO/Donor participants;
• Provide technical support in the adoption and implementation of the database programme including converging the above products into the GOI?s Strategic National Action Plan on Disaster Risk Reduction;
• Assist in the collection and management of data entry and the use of standardized systems to support humanitarian operations. These standardized databases include: Who Does What Where, Contacts Directory, and Field Document Management System (FiDMS);
• Support the UNJSP-DRR in establishing information systems capable of supporting humanitarian coordination and beyond to also support early recovery and longer term disaster risk reduction requirements;
• Provision of analytical services based on the existing 3W (who-what-where) convergence group database; and
• Any other relevant duties as required by the supervisor.

V. Recruitment Qualifications

Education:

• Minimum a Bachelor degree in Information Management, Computer Science or other relevant field of study.

Experience:

• A minimum of 5 years professional experience. Candidates with less experience or education than this may be offered the position at a grade lower than that indicated for the post.
• Practical experience in data management including experience with Microsoft Access and Excel;
• Experience in areas of data collection, entry and maintenance;
• Knowledge and demonstrated experience in programming languages, various database software, and GIS software.
• Previous experience in the humanitarian sector and UN Agency(ies) is essential.

Language Requirements:

• Fluency in the UN and national language of the duty station.
