Job Title: Project Associate (SB-3, SC7)

Background Information:
With the trafficking of Afghan opiates through Central Asia, the countries on the route face considerable drug abuse and its health consequences, and corresponding challenges in preventing drug use and treatment of drug dependence and care among their population. In order to assist member states in Central Asia to implement evidence based prevention and drug dependence treatment programmes, UNODC – Regional Office for Central Asia is implementing two components of UNODC global projects. The first one aims at creating enhanced awareness and sustained commitment, in targeted Member States, to increased access to quality and affordable drug dependence treatment services thus contributing to reduce negative health and social consequences of drug use including HIV. The other project aims at implementing evidence based family skills training programmes to prevent, drug use, HIV, crime and delinquency among young people by strengthening and improving the capacity of families to take better care of children, in selected sites in the region.
Deberes y responsabilidades
Under the overall supervision of the Regional Adviser and working closely with the National Project Officer, the incumbent will support the implementation of projects’ activities. In particular, he/she will be required to:
· With the project staff, support the implementation of project activities, including the organization and conduct of regional and national training seminars and workshops on family skills training, treatemnet of drug dependence, standards of quality care, programme implementation, monitoring and evaluation, etc
· In accordance with the UN rules, procedures and standards, maintain the operational, financial and administrative records for project monitoring and reporting purposes
· Assist the National Project Officer in preparation of costed annual workplans, ToRs for recruitment and contracting of consultants and subcontractors, as well as detailed plans for training courses, seminars, workshops, meetings and for provision of equipment in the region.
· Faciliate regular communication with national counterparts and project partners.
· Assist the Regional Adviser and the NPO to monitor and control the project budget for the regional segment, and assist in preparation of budget revisions as required,
· Validate the supply of equipment and monitor the project’s expenditures,
· Maintain a regular data base of project related information for different reporting purposes and liaise with national partners in updating information.
· Liaise with the administrative, finance and other units in ROCA for project related work and activities.
· Within his/her competency support and assist, as required, all other UNODC national and regional projects in their part related to UNODC ROCA.

Technology Awareness: Fully proficient computer skills and use of relevant software and other applications, e.g. word processing (Excel, Microsoft Word, PowerPoint, etc.); graphics software, spreadsheets and other statistical applications such as SPSS, use and search of information on the Internet, etc. Solid knowledge and practical experience in operations relating to administration.
Communication; Ability to write in a clear and concise manner and communicate effectively orally.
Habilidades y experiencia requeridas
Academic requirements: University degree in health and human sciences (public health, psychology, medicine, social work)
Experience: A minimum of five years progressive experience including at least three years in the field of project administration preferably with UN and/or an international organization.
Languages: Excellent command of spoken and written English and Russian is essential;
Computer skills: Excellent drafting skills for routine correspondence and proficiency in Excel, Word, PowerPoint in a LAN environment and SPSS.
Other skills: Technical A sound understanding of contemporary issues in the field of drug demand reduction. Good analytical and problem-solving skills. Familiarity with operational research issues. Ability to communicate clearly and effectively. Proven ability to produce reports and papers on drug demand reduction issues. Good interpersonal skills. Ability to work well under pressure. Knowledge of various administrative procedures of the United Nations system and UNODC, in particular, would be desirable.
