Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. I. I. Organizational Context

The Aceh Government Transformation Programme (AGTP) addresses the urgent need to strengthen the capacity of Aceh’s provincial government and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it will inherit from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR) in 2009.

The project will help ensure a systematic and smooth transition from BRR to provincial and local governments that will safeguard the still fragile of the billions of dollars invested by donors and the Government into rebuilding the province after the devastating tsunami and 30 years of conflict. Currently, there is neither the technical capacity nor the budget allocation at the provincial level to carry out theses important tasks.

AGTP is designed to address critical gaps in the Aceh government’s policy-making and technical capacity. The first gap lies in the Executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district government agencies to process assets and projects transferred from BRR, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition.

The Project has three outputs :

(1)    Enhanced capacity of the Provincial Executive to create the institutional and policy framework for successful transition and recovery. This will provide the Provincial Executive with the ability to coordinate and facilitate the transition through a demand-driven approach to key transition policy areas. This output is based in the Governor’s office.
(2)    Enhanced operational capacity of key provincial government agencies (SKPA) to effectively fulfill their transition and recovery responsibilities. This will provide immediate transitional support to the provincial agencies with the responsibilities for coordinating, planning, implementing, and monitoring the main transition activities. This output is based in BKPP.
(3)    Enhanced capacity of the Provincial Training & Human Resources Body (BKPP) to retain, manage and transfer to provincial and district government agencies the knowledge and skills required for successful transition and sustainable recovery. This will strengthen the province’s ability to sustain the recovery, and thereby safeguard , the legacy of the resources and effort invested in Aceh’s social and physical reconstruction. This output is based in BKPP.

The PMU is headed by a National Project Manager, who provides leadership to two Project Officers (PO’s) and one Monitoring & Evaluation Officer. The Officers act as the component managers for each of the three components under the AGTP project. For each component, the Officer is supported by a project assistant to carry out programmatic, administrative and logistic tasks in various areas as demanded by the project.  

The Monitoring & Reporting Associate reports directly to the AGTP Monitoring & Evaluation Officer and will be responsible for tracking results and apply the monitoring framework as set up in the project document, in line with CPRU’s internal monitoring guidelines and ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. These will include reports from technical advisers to UNDP.

1. Conduct frequent surveys for monitoring and evaluation activities focusing on achievement of the following results: 

•    Conduct surveys for the purpose of relevant Monitoring and Evaluation data collection 
•    Report on identified M&E challenges 
•    Conduct interviews by using certain questionnaires developed by M&E Section 
•    Translate gathered data 
•    Enter data into the Monitoring and Evaluation database

2. Support M&E missions for data collection in the field, focusing on achievement of the following results: 

•    Monitor development projects 
•    Report on the progress of the development projects 
•    Share collected data with CO M&E office for further process


3. Provide protocol & administrative assistance to the M&E team as/when tasked by the Head of Unit or Regional Office Manager, focusing on achievement of the following results:

•    Coordinate the provincial/regional training and facilitate venue accommodation and necessary arrangements 
•    Keep record of activities using filling system 
•    Attend Provincial Council meetings 
•    Translate of questionnaires and other relevant documents 
•    Prepare Provincial Council reports


4. Facilitation of knowledge building and management focusing on achievement of the following results:

•    Support to RO staff in identification, documentation and drafting of best practices and lessons learned. 
•    Participation in results-oriented monitoring and evaluation training efforts in the Country Office.

III. Impact of Results

The main expected impact is the overall enhanced capacity of the provincial government of Aceh to manage the transition from reconstruction and rehabilitation to sustainable recovery and long-term development.

Moreover, the key results have a direct impact on the overall efficiency and effectiveness of AGTP project management. Project implementation in line with the objectives of the project and UNDP rules, regulation and procedures is critical to ensure achievement of UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of UNDP Indonesia.

The Monitoring & Reporting Associate is expected to perform the following duties :

1.    Provide oversight in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs and indicators;
2.    Maintain and update monitoring tracking instruments such as the performance monitoring plan and the result and resources framework.
3.    Based on results of monitoring, where necessary, undertake troubleshooting, suggest corrective measures to be undertaken, and make arrangements for provision of technical assistance to implementing partners;
4.    Manage monitoring and outcome evaluation processes for the overall project to ensure that implementation is in accordance with agreed activities, and distil lessons and good practices of implementing partners.
5.    Work closely with CPRU’s monitoring & Evaluation Programme Officer and the Programme Officer to synthesize good practices and lessons learned.
6.    Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. These will include reports from technical advisers to UNDP.
7.    Prepare consolidated reports with relevant CPRU staff for the donor agency (the Multi Donor Fund);

Education:
  • Bachelor degree in social sciences (economics, politics, sociology), law or a related subject.
Experience:
  • Minimum four years of relevant professional experience, preferably in the field, monitoring and evaluation of development projects.
  • Experience in the usage of computers and office software package.
  • Ability to write reports, make presentation, provide training etc
Language Requirements:   
  • Proficient in English language, spoken and written.
