- Provide high level orientation and guidance for the project.
- Ensure that the project develops in accordance with national development objectives, goals and polices.
- Pay special attention to the assumptions and risks identified in the logframe, and seek measures to minimize these threats to project success;
- Ensure collaboration between institutions and free access on the part of project actors to key documents, land information systems, remote sensing imagery, etc.
- Pay special attention to the post-project sustainability of activities developed by the project.
- Ensure the integration and coordination of project activities with other related government and donor-funded initiatives.
Duties and Responsibilities
- Assessment of long term impact of project in environmental terms.
- Quantification of the greenhouse gas emission reductions direct and indirect following project implementation.
- Preparation of budgets, carry out incremental cost analysis and propose ways of ensuring cost effectiveness of the project.
- Assisting in developing the logical framework of the project
- In conducting the consultancy, the international environmental economist is expected to:
- Work in a team spirit under the leadership of the Lead Consultant
- Undertake regular meetings and coordinate his/her work and inputs of the other national consultants that are part of the project development team
- Meet with relevant stakeholders, which will include Government, private sector, multilateral development banks, UN organizations, non-governmental organizations, local communities, and others as required
- Participate in workshops organized in the context of the project as required
- Work towards enabling the preparation of the final draft of the FSP by October 2010
- A report on the short, medium and long term environmental impact by the end of June 2010.
- Perform a quality control of the direct and indirect greenhouse gas emission reduction following the project implementation.
- Provide an incremental cost analysis related to the budget preparation for the project.
- Submit the Full Size Project document by end of September 2010
- Be Available for any final modifications prior to submission to GEF.

Required Skills and Experience
Qualification and Experience
- Proven Experience in the environmental field, and particularly of carbon finance
- Minimum Masters Degree in Environmental subjects, Carbon Finance, Economics, and other related subjects
- Minimum of 5 years post graduation experience
- Ability to conduct research and analysis and strong synthesis skills
- Experience in UNFCCC methodologies and calculation of CERs desirable.
- Highly developed inter-personal, negotiation and teamwork skills, networking aptitude
- Excellent English drafting and communication skills
