Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context


The Tsunami Recovery Waste Management Programme (TRWMP) was originally initiated through the Aceh Emergency Response and Transitional Recovery (ERTR) Programme. Pilot projects, which were set up in March 2005 in Kota Banda Aceh and Aceh Barat, aimed at immediate short-term tsunami and earthquake debris clearance, temporary short-term employment provision through cash-for-work, and resumption of municipal solid waste facilities.

The short term aims of Phase I were largely achieved in thirteen districts by December 2007. The longer-term goals set in TRWMP Phase II continued to enhance the local government capacity development in coordinating the reconstruction process and promoting sustainable livelihoods through waste management mechanisms, in line with the Master Plan for Rehabilitation and Reconstruction of Aceh and Nias.

Phase III of the project aims to transition activities to a more intense focus on the capacity development of the target districts’ sanitation departments. With the closure of the Rehabilitation and Reconstruction Agency for Aceh and Nias (BRR) on 16 April 2009, reconstruction activities in Aceh have an increasingly longer-term focus – moving from recovery to development. The capacity building objectives of Phase III focus on local government, the private sector and reinforcing existing, and building new, waste management infrastructure.

The TRWMP implemented in partnership with the National Development Planning Board (Bappenas), and its activities are being undertaken through partnerships with local Government Sanitation Departments (Dinas Kebersihan).

The Project Associate stationed at UNDP CO Jakarta and report to the the Project Officer – TRWMP The Project Associate will support programmes/projects supported by the Crisis Prevention and Recovery Unit (CPRU) and in particularly Tsunami Recovery Waste Management Programme (TRWMP) , in the area of programme cycle management, administration and programme finance and through facilitating implementation of the Atlas Enterprise Resource Planning (ERP) system.

The Project Associate will also work closely with the Programme Officer Recovery at Disaster Management Section of CPRU in Jakarta and Programme Coordinator TRWMP at UNDP Banda Aceh to ensure the provision of effective management and implementation supports to the project in line with UNDP and Donors regulations.

1.    Support to formulation of programme strategies and the Country Programme Action Plan focusing on achievement of the following results:
  • Establish clear lines of support and facilitation to responsible officers in out-posted programme management teams.
  • Facilitate clear lines of communication between programme management teams and UNDP’s Operations Section via the Atlas system in areas such as Finance, Human Resources, and Contracts/Assets/Procurement.
  • Liaise with programme management teams to ensure teams have proper information required for them to undertake appropriate budget management and expenditure control.
 
2.    Provides effective support to management of the CO programme focusing on the achievement of the following results:
  • Liaise with programme management teams to ensure teams have proper information required for them to undertake appropriate budget management and expenditure control.
  • Based on agreed project budgets, establish budgets in the Atlas system.
  • Based on data and instructions from programme management teams, undertake budget revisions in the Atlas system as necessary.
  • Based on data and instructions from programme management teams, input transactions to the Atlas system as necessary, ensuring proper expenditure controls and appropriate documentation for transactions. 
  • Closely coordinate with UNDP Finance to ensure the process and timely issuance of all payments

3.    Provides administrative and finance support to the Programme Unit focusing on  achievement of the following  results:
  • Closely coordinate with UNDP Operations section in procuring goods and services required by programme management teams.
  • Verify data, answer queries and obtain additional information on financial transactions and administrative issues as required.
  • Seek to resolve any financial management issues between project implementing partners and country office Finance Unit.
  • Prepare Atlas expenditure reports for programme management teams on a regular basis.
  • Assist in ensuring that the overall use of UNDP project resources are conducted in accordance to UNDP policies, procedures and rules
4.   Supports resource mobilization focusing on achievement of the following results:
  • Review of contributions agreement, managing contributions in Atlas.
5.    Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Participation in the trainings for the operations/ projects staff on programme.
  • Contributions to knowledge networks and communities of practice.
III. Impact of Results

Accurate data entry and financial information have an impact on the quality and implementation of the UNDP programme.  A client-oriented and efficient approach impact on the image of UNDP in the country.

V. Recruitment Qualifications

Education: 
  
  • Diploma degree (D3) preferably with specialized certification in Accounting and Finance.
  • University Degree in Business or Public Administration, Economics, Accounting, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience:   
  • Diploma (3) with 6 years relevant experience in business or public administration, financial management, social science or other relevant fields,  or Bachelor Degree with 5 (five) years of experience in business or public administration, financial management, social science or other relevant fields
  • Detailed knowledge of UNDP financial rules and procedures, and familiarity with the Atlas enterprise resource planning (ERP) system would be a significant asset..

Language Requirements:   
  • Fluency in English with excellent verbal and written communication
