Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context

The UN-REDD Joint Programme is a collaborative programme between UNDP/UNEP/FAO, aimed at coordinating national and international efforts in the creation of a post Kyoto agreement on REDD. The Programme was officially launched by the Norwegian Prime Minister and UN Secretary General in September 2008, and Indonesia was selected as one of the pilot countries.

The Ministry of Forestry Indonesia, together with FAO, UNEP and UNDP has successfully developed the UN-REDD National Joint Programme (NJP) for Indonesia. The NJP was signed by the Indonesian Government and the UN in November 2009.

The Objective of the UN-REDD NJP is “to support the GoI in attaining REDD-Readiness”. In order to secure this Objective, three Outcomes will be pursued:

  • Outcome 1: Strengthened multi-stakeholder participation and consensus at national level.
  • Outcome 2: Successful demonstration of establishing a REL, MRV and fair payment systems based on the national REDD architecture.
  • Outcome 3: Capacity established to implement REDD at decentralized levels.

To implement the NJP, a UN-REDD Programme Management Unit (PMU) will be established at the Ministry of Forestry. The PMU will be headed by a National Programme Manager with technical support coming from a Chief Technical Advisor. The PMU will include three teams each focusing on one of the three outcomes. Each of these teams will be headed by a team leader who will report to the National Programme Manager.

II.  Duties & Responsibilities

Under the guidance and supervision of the Chief Technical Advisor and the National Programme Manager, the Team Leader 1  supports the implementation UNREDD NJP Programme’s activities under Outcome 1: Strengthened Multi-stakeholder Participation and Consensus at National Level. The activities focus on the following outputs:
1.1        Consensus on key issues for national REDD policy development;
1.2        REDD lessons learned;
1.3        Communications Programme

The team leader will manage the planning, implementation, monitoring and evaluation of this programme component, and will be supported by experts as required. The team leader will represent the UN-REDD Programme Management Unit at activities related to outcome 1.

He/she has to keep abreast of technical developments related to outcome 1. By actively interacting with the Chief Technical Advisor, the UNREDD Regional and Global Policy Advisors and other local/national/international stakeholders, the team leader will deliver information on national and local needs for policy and capacity development support to the Ministry of Forestry and the UN agencies for the implementation of outcome 1.
  • Develop a strategy, annual and quarterly workplan and its operational budgets for activities under outcome 1 and ensure timely submission of work plans and the corresponding budgets to National Programme Manager;
  • Develop and coordinate the activities under outcome 1 to ensure its results are in accordance with the Project Document;
  • Conduct  synthesis of the works, reports and other outputs of consultants and subcontractors involved in the Project;
  • Assist the Finance Associate in the preparation of substantive and financial program reports, including quarterly/semi-annual/annual progress reports and the program final report;
  • Document and analyze the project’s effectiveness, summarizing lessons learned, successful tools and methodologies;
  • Identify and mobilize specific technical assistance required for the programme component, including preparation of Terms of References for consultants and contractors;
  • Support national counterparts to develop a comprehensive approach of dialogue among REDD stakeholders (NGOs, Donors, CSOs, Privates, at the country and sub-national levels), taking into account the national approach and sub-national implementation;
  • Support the network for experience sharing and document emerging lessons among participating national and regional institutions
  • Support the development of a communications programme and related activities and trainings;
  • Support the day-to-day management of the climate change working group (CCWG) Secretariat office (Pokja Perubahan Iklim – Pokja PI).
  • Undertake other tasks as requested by the National Program Manager

  • Quarterly and Annual workplans developed;
  • Planned activities under outcome 1 effectively and efficiently implemented;
  • Quarterly and annually reports of implementation of activities under outcome 1.
  • High quality of delivered results

V. Recruitment Qualifications

Education:
  • Master’s degree in communication, social science, natural resource management, community-based development, Law, Public Policy.
Experience:   
  • At least 10 years working experience in climate change, forestry, or environment..
  • At least 5 years experience at senior level with stakeholder facilitation, capacity building, community empowerment, community natural resource/forest based management.
  • At least 2 years working experience in related international projects
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Experience with multi-stakeholder capacity building projects
Language Requirements:   
  • Proficient in English language, spoken and written.  Ability to write reports, make presentations, provide training etc.
  • Indonesian citizenship
