Within these three main activities, project is aimed to deliver top-notch trainings to career diplomats on various topics, including public diplomacy, diplomatic correspondence, basic and advanced English language trainings. From the technological standpoint, the project aims to provide not only computer and networking hardware, but also assist in building internet and intranet capacities of MFA, such as developing e-visa services, expanding the number of online services for citizens, and building a database of international agreements.
It also aims to provide assistance in enhancing analytical skills of diplomats in the areas of political analysis, strategic planning, forecasting as well as to assist in enhancing professional skills to use modern digital means of communications, equipment and computer-based technologies It focuses on providing with knowledge-based consulting services and building national, regional and global coalitions for change. One of the components of this project aims to develop public diplomacy capacities among mid-level career diplomats to effectively implement the country’s foreign policy. Training of civil servants contributes to human resource development for efficient governance and raises awareness among a new generation of civil servants on the contemporary analytical tools of public diplomacy and global communications. This includes thoughtful policy response to changes in the international environment, improved ability to safeguard interests of the nation in regional and international fora, skills to clearly present the policy position of the country as well as further improvement of the international image of the state.

- Introduction to writing effective PR web articles and modern online analytical writing techniques;
- Methodology of reasoning of political inquiry and issue of interpretation in IR, tools of using the vocabulary of political science discourse;
- PR writing skills on producing high quality, efficient and timely policy memos, project, research reports, journal essays, political op-eds and policy briefs;
- Advanced techniques of successful appeal to target audiences, effective tools of “hearts and minds” strategy through web writing;
- Format and terminology of web writing, comprehensive tools of quick information verification, evaluating the quality and reliability of sources and processing;
- Forms and structure in persuasive and argumentative writing tips, templates of diplomatic correspondences in rhetoric, narration, concession and rebuttal;
- Internet search and research techniques, skills on locating research materials using indexes, data bases, retrieval systems for reputable information online and its effective formulation, simulation of research strategies for selecting the right search tools;
- Technical aspects of online political coverage - graphic arts, photography, headlines and pages lay out, video and audio podcasts, RSS wire-service editing, desktop-publishing, blogging, computer software and other forms of multimedia creation;
- Elements of style in web writing – clarity, elimination of contradictions, factual errors within the subject matter, supporting the claim with tangible evidences, quotes from acknowledged and credible sources, format of citations on documenting resources.

- All trainings on specific topics are conducted; (50% 25-30 specialists of interested MFA Departments will update and deepen their knowledge and skills on web writing strategy and online communications skills to foreign target audiences (indicator-evaluation forms); All necessary training materials and documentation is provided to participants;
- Design and implement of programme activities with a particular focus on learning plan and newly acquired skills identifying the priority topics;
- give a practical guide for writing and arguing about political events and ideas;
- conduct training activities on web writing strategy and online communication skills;
- prepare a work plan together with detailed activities and capacity building requirements;
- identify key issues required to be included into the training, schedule activities to ensure optimum use of time and resources;
- work closely with the stakeholders effectively manage, coordinate, transfer and create knowledge and experience in web writing;
- communicate advice and new ideas across cultures and oversee the preparation and delivery of training materials;
- advise on importance of giving timely and credible coverage within the framework of country’s nation branding, image projection and public diplomacy efforts.
Compétences
- Professional background and expertise in publishing and/or broadcasting industries of local or international level is an additional value;
- Proven track record of extensive successful collaboration with the Government institutions and international agencies in providing advisory services and/or working in a developing country context, facilitating training and capacity building of national staff is highly desirable;
- Excellent professional, organizational, interpersonal, cross cultural communication skills, highly developed negotiation, tact and diplomacy skills;
Qualifications et expériences requises
- Advanced university degree in journalism and mass communications, public relations, advertising, marketing, public diplomacy, international relations, political science; with Ph.D. as a distinct advantage;
- Excellent knowledge of PR articles writing on the world wide web, challenges of nation-branding and image projection among community of nations, particularly across the issues of HR, sustainable socio-economic development, regional security and international print & electronic media;
- At least 5 years of experience on provision of trainings and/or conducting research on skills enhancement in the area of web writing, theoretic-analytical tools and contemporary approaches of PR, outreach and communication of ideas to target audiences required;
- A fluent command of English, including excellent presentation skills, good command of Russian is highly preferable. All training materials should be provided in English or Russian.
