Since April 2006 UNDP Uzbekistan has been implementing the MDG Statistics project aimed at developing of MDG statistical database and providing technical assistance in elaboration of national MDG/PRSP monitoring and reporting system in the country.
In January-March 2010, during the final stage of the project, UNDP initiated independent evaluation of abovementioned project aimed at assessing the effectiveness and efficiency of project’s outputs, as well as analyze the challenges faced and lessons learned during the project implementation period. According to the results of evaluation, the project was extended till December 2010 with the purpose to complete project’s ongoing initiatives on conducting trainings of trainers on statistical data analysis and MDG indicators (Component 1); strengthening national capacities in database creation and management at both central & regional levels (Component 2, includes DevInfo based MDG monitoring database and e-database for monitoring regional development programs and strategies); MDG needs assessment based on MAMS model (Component 3), and develop new full-fledged project document in the area of statistical capacity building for the period 2011-2013 (Component 4).
In this regard, the project developed Annual Work Plan (AWP) for April-December 2010, which is mainly focused on conducting feasibility study for development of new project document and on completion of the abovementioned project’s important activities.
Due to the above mentioned the MDG Statistics project is looking for a qualified specialist for the position of Task Manager who is expected to work under the direct supervision of the Project Manager and will be responsible for all issues related to implementation of the First and Second Components of the project and make a contribution to conduction of feasibility study for new project document and design new PD.

Duties and Responsibilities

1. Overseeing and ensuring sustainable development of the Project’s Components 1 & 2 by coordinating and managing day-to-day activities and its overall implementation process;
2. Submitting to the Project Manger quarterly and annual reports on designing, implementation and monitoring of the Components’ work-plan;
3. Hiring and supervising national consultants and, if necessary IT-specialists;
4. Identifying local experts and resource persons from government partner agencies;
5. Designing and finalizing training manuals and toolkits and, if necessary, other research materials;
6. Networking and collaborating closely with the Government (Ministry of Economy, State Committee on Statistics and their branches in the regions), UN agencies and other development partners;
7. Conducting national training of trainers workshop and organize 2 national workshops & 3 regional training programs for mid-level government officials (on statistical data analysis and MDG indicators);
8. Strengthening national capacities in database creation and management at both central & regional levels through launching an Internet-based version of UzbekInfo;
9. Adapting regional e-database for M&E regional development programs and strategies in Kashkadarya, Namangan, Fergana regions and Republic of Karakalpakstan;
10. Conducting “training of trainers courses” on UzbekInfo and regional database tools to build up basic database management capacity in the regions;
11. Organizing 3 local database creation and management courses for target regions and exchange study visits for regional database administration officials to visit other regions;
12. Contributing to conducting feasibility study of the proposed statistical capacities building project;
13. Participating in consultation meetings, discussions, workshops and conferences related to the interests of the project;
14. Working in accordance with UNDP rules and procedures;
15. Performing other duties as required.

Competencies

  • Working experience within UNDP system or other international organizations is advantageous;
  • Strong analytical, communication and management skills, client-orientation, ability to work in a team;
  • Highly developed inter-personal and cross cultural communication skills
  • Ability to meet deadlines under pressure in a result-oriented environment
  • Computer literacy; good ability to use ICT as a tool and data source

Required Skills and Experience


Education: Master degree in Economics, preferably in the field of International Economic Relations, Development Economics and/or Business Administration

Experience: At least 6 years of relevant work experience in government, research, and/or teaching institutions on economics, statistics, demography, population

Language Requirements: Fluency in English, Uzbek and Russian languages
