Within the reform program that is currently under implementation, the Government of the Republic of Uzbekistan has set itself all-encompassing goals for the achievement of structural and institutional changes that require significant financial resources, on the one hand, and efficient system of distribution and use, on the other. Efficient and transparent management of the budget system becomes an important tool to address these problems in this context.
Since 2007 UNDP has been supporting the Government of the Republic of Uzbekistan in reforming the public finance system. In particular, initiatives aimed at improving the legislative framework of budget process, the methodology of planning and execution of the state budget, accounting and auditing, tax administration reform and development of the institutional environment of the insurance market as well as improving human resource capacity of the Ministry of Finance were successfully implemented under the project, which came to an end in June 2010.
The Government of Uzbekistan acknowledges the need for further improving the public finance management in the country. Particularly, the Ministry of Finance of the Republic of Uzbekistan has adopted the Public Finance Management Strategy for the period up to 2018, where the establishment of a treasury; introduction of Government Financial Management Information System; budget preparation reform and transition to mid-term budgeting framework; as well as introduction of new budget classification and adoption of new chart of accounts, have been identified as the priority areas of reforms.
In light of this, in cooperation with the Ministry of Finance UNDP has now launched a new “Budget system reform in Uzbekistan” project. The project will be the logical continuation of the “Public finance reform in Uzbekistan” project and is aimed at supporting the Ministry of finance in implementing the Public finance management strategy, in part of improving the budget legislation, further introduction of programme method of budgeting, improving the inter-budgetary relations, and improving the staff capacity to promote these reforms.
This goal will be achieved through analytical works on the various aspects of budget policy improvement, facilitation of discussions, drafting, and adoption of legislative acts to promote reforms for the implementation of results-based budgeting and medium-term budget planning at the level of budget recepients, improvement of legal and regulatory framework to ensure efficient and transparent state procurement, strengthening the human resource capacity for the implementation of reforms, expansion of piloting to build-up for full-scale implementation of new budgeting methods.
Duties and Responsibilities
Project Manager will work under the direct supervision of the UNDP Head of Economic Governance Unit and the overall guidance of the National Project Coordinator. The Project Manager will ensure smooth and timely delivery of operations in accordance with annual and quarterly work plans of the Project through performing the following duties and responsibilities:1. Overall project management:
? Manage the realization of project outputs through activities;
? Provide direction and guidance to project team(s)/ responsible party (ies);
? Liaise with the Project Board/ its appointed Project Assurance role (UNDP Economic Governance Unit) to assure the overall direction and integrity of the project;
? Identify and obtain any support and advice required for the management, planning and control of the project;
? Responsible for project administration;
? Liaise with any suppliers;
? May also perform Team Manager and Project Support roles.
2. Running the project
? Plan the activities of the project and monitor progress against the initial quality criteria.
? Manage the project in accordance with the project document, UNDP rules and procedures;
? Coordinate and manage Project’s day-to-day activities and its overall implementation process, including planning and monitoring towards optimal use of resources, in an effort to ensure successful achievement of the projects’ objectives;
? Supervise the accomplishment of the Project work-plans, analyze emerging problems and take adequate measures to ensure timely fulfillment of envisioned tasks;
? Oversee selection, recruitment and supervision of the Project task teams and their activities, including full-time and part-time national and international consultants;
? Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
? Determine and implement partnership and fund raising strategy to further strengthen Projects’ activities;
? Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
? Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
? Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
? Manage and monitor the project risks as initially identified in the Project Document appraised by the LPAC, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
? Be responsible for managing issues and requests for change by maintaining an Issues Log.
? Prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Board and Project Assurance (UNDP Economic Governance Unit);
? Prepare the Annual review Report, and submit the report to the Project Board and Project Assurance (UNDP Economic Governance Unit);
? Based on the review, prepare the AWP for the following year, as well as Quarterly Plans if required.
3. Closing the Project
? Prepare Final Project Review Reports to be submitted to the Project Board;
? Identify follow-on actions and submit them for consideration to the Project Board;
? Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
? Prepare final CDR/FACE for signature by UNDP and the Implementing Partner
Competencies
Ability to use information and communication technology as a tool and resource;Experience in handling web-based management systems
Required Skills and Experience
Education: Advanced university degree or equivalent education related to overall project tasks (economics, statistics, accounting, public finance and management);
Experience: At least five years of progressive work experience in the field of economics and/or project management in the sphere of economic development and public finance. Work experience in any development organization is an advantage
Language Requirements: Fluency in English, proficiency in Uzbek and Russian
