Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

A Welcome Guide Kit is intended for the general guidance and information of new staff or international staff members arriving at a new duty station. The Indonesian Welcome Guide Kit was last prepared in April 2009 and requires to be updated to include various essential information for reference of newly arrived staff members.

Duties and Responsibilities

Under the guidance and direct supervision of Deputy Country Director and in consultation with HR working group from various agencies, the Consultant is assigned to revise and update the current welcome guide (style, format, design and content) and formulate a comprehensive Welcome Guide Kit to be used for general guidance and information of new staff members arriving in Indonesia.

Scope of work - Expected Results/Deliverables/Final Products Expected

The Consultant is expected to be attuned to various challenges faced by new staff members arriving in Indonesia and have local familiarity and in depth knowledge regarding its social, security and cultural environment to support formulation of a comprehensive Welcome Guide Kit to be used for general guidance of new staff members.

Scope of Work

1. Develop and discuss the list of issues that consider as important information for new staff members arriving in Indonesia to be included in the Welcome Guide Kit. This information should be based on active research in consultation with international staff working for international organizations, the HR focal points from various UN Agencies and UNDSS-I. Interviews with a minimum of 10 spouses of international staff from variant Agencies (at least 3 of the interviews to be with spouses of Agency Heads) to discuss the above. A separate discussion is to be held with UNDSS-I.

2. Update the Welcome Guide Kit to include;
a. General Information on Indonesia: Geography, Climate, History, Politics, Economy, Culture, Religion, Language, Indonesian Cuisine.
b. General and specific safety and security issues.
c. Emergency contacts including UNDSS-I Duty Officer.
d. Information on arrival in the airport in line with prevailing rules in Indonesia: Visas, GAF, ID Cards, Duty Free Cards.
e. What to bring and what not to bring, including Customs issues for shipment of belongings.
f. Language and currency: allocation of salary to Rupiah, exchange rates and dealers, etc.
g. Health Issues: Varying requirements/alerts on seasonal flu or pandemic preparedness, List of mandatory vaccination in Indonesia, Common health risks, PEP (Post Exposure Preventative (PEP) Emergency Protocol, Precautions, List of Hospitals and dental clinics.
h. Shipment of Personal Effects & Household Goods: Customs Clearance, Storage.
i. Accommodation: Temporary and Permanent Accommodation (Type of lease, prices & terms of payment, Diplomatic Clauses, conditions of accommodation, finding accommodation, recommended suburbs, apartment vs house, MORSS entitlements).
j. Vehicles: Purchasing, Licensing, Insurance, Drivers License, driving private vehicles, use of motor cycles, etc.
k. Transport: Public transport, airlines, buses, taxis, watercraft.
l. Education: List of international schools (Play groups, Kindergartens, International Schools, Universities).
m. Shopping: Grocery, fashion, hardware, furniture, duty free.
n. Recreation and entertainment.
o. General Services: Banks, postal services, communications, domestic services, religious services.
p. List of hotels with special UN rates and UNDSS-I cleared in Indonesia.

3. Review and consult Welcome Guides already available in UN Agencies and other Country Offices.

4. The Welcome Guide Kit should be written in perfect spelling, using proper business English grammar, A4 format, font Arial (12), 1,5 line spacing and sequentially page numbered.

5. The Kit should be presented in an interesting and attractive format with use of colour diagrams, photographs and graphics to highlight important and interesting issues.

Deliverables

The following deliverables are expected with the following schedule:

1. Submission of a work plan and implementation schedule to UNDP consisting of a list of issues will be covered under the guidelines (within 3 days after signing the agreement )

2. Submission of weekly progress reports. The report will contain information on progress of collecting information, any additional issues that might useful for candidates. (weekly basis )

3. Submission and presentation of a draft Briefing Kit to a group from the OMT with details of changes made from the guidelines (Annex 1 – no longer than 3 weeks after signing the agreement). This draft product will be circulated for comment among UN Agencies for 2 weeks for feedback.

4. Any revision should be made within 1 week upon receiving feedback from Supervisor of this assignment and submitted for final approval by UNDP

Terms of payment

Payment will made to the consultant upon submission of final induction kit and approval by Deputy Country Director Operations.

Competencies

  • Preferably expatriate who has lived in Indonesia for at least two years.
  • Preferably a person with previous work experience with any of the organizations of the United Nations Common System, an immediate relative of a UN staff member (spouse, etc) and or members of a diplomatic community.
  • Having own means of transport.
  • Capable of enduring long hours of concentration and hard work.
  • Ability to communicate effectively, verbal and written in English.
  • Ability to write a perfectly comprehensive report.

Required Skills and Experience

  • Bachelor Degree in any discipline with preference majoring in English Literature or Journalism with a minimum of 2-3 years of experience as a writer or an editor.
  • Local familiarity and in depth knowledge regarding Indonesia (Jakarta) social and cultural environment.
  • Experience in writing and formatting English documents.
  • Excellent written English.
