Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia and all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development

I. Organizational Context

UNDP is assisting the Government of Indonesia (GoI) in strengthening adherence to human rights standards and reforming the legal and justice sector as they are widely recognized as one of the conditions for sustainable human development. Access to justice is at the center of institutional reform, enhancing democratic governance and the functioning of the rule of law in Indonesia since it creates the conditions that enable individuals to resolve legitimate grievances quickly and effectively and under law, rather than arbitrary or discriminatory exercise of discretion. 

The Human Rights, Legal and Justice Sector Reform Programme (HRLJSR cluster) is managing three projects namely Legal Empowerment and Assistance for the Disadvantaged (LEAD) and Strengthening Access to Justice for Peace and Development in Aceh (Aceh Justice project). The cluster also currently develops two pipeline projects namely support to improve internal oversight mechanism of Judiciary, Attorney General’s Office and Police and support to strengthen the capacity of National Human Rights (NHRIs).

At the current stage, the most important project under the Cluster’s management is the LEAD Project. The project objective is to increase access to justice in Indonesia for disadvantaged, vulnerable, and marginalized people and thereby contribute to alleviating poverty and improving governance. LEAD provides grant support to civil society organizations in three targeted provinces in Indonesia namely Central Sulawesi, Southeast Sulawesi and North Maluku. At the national level, LEAD is supporting National Planning and Development Agency (BAPPENAS) the development as well as future implementation of the National Strategy on Access to Justice which was recently launched by BAPPENAS.


Funding for the first phase LEAD will end in December 2010, and the first phase operational closure will also take place between the end of 2010 and the beginning of 2011. Currently, LEAD Project is developing the second phase project document, and the program office is seeking to mobilize new resources for the period of 2011 to 2015. UNDP support through the second phase of the LEAD project is needed to ensure that the National Strategy on Access to Justice, particularly its action plan, can be implemented by GoI both at the national and local level.

Under the guidance and direct supervision of the HRLJSR Programme Manager in UNDP, the Programme Officer is responsible for the management, development, and quality assurance of projects under the Human Rights, Legal, and Justice Sector Reform Cluster. The Progrmme Officer works in close collaboration with the operations, program, and project teams to ensure that the activities of the projects are in line with the project plan and budget.

The Programme Officer formulates, manages, and evaluates project activities within his/her portfolio, provides policy advice services, and ensures sound financial management of the projects. He or she is also responsible for supporting various monitoring or reporting exercises and program development in the Country Office.

1. Ensure administration and implementation of HRLJSR Program strategies, processes and procedures focusing on achievement of the following results:

  • Presentation of thoroughly researched information for preparation for UNDAF, CPD, CPAP, ROAR, and effective application of RBM tools. Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database
  • Preparation of various RBM and donor reports
  • Contribution to Country Office programming, ensuring that HRLJSR program priorities and strategies are represented

2. Provides effective support to management of HRLJSR Program and its projects focusing on the achievement of the following results

  • Preparation, review, and/or completion of project documents and project approval processes
  • Initiation of a project, entering and using data in Atlas for project management purposes, preparation of required budget revisions
  • Follow up on the performance indicators, targets, and milestones for monitoring and evaluation
  • Identification of operational and financial problems, development and implementation of solutions
  • Preparation for and conduct of audits, as well as implementation of audit recommendations
  • Creation, review and quality assurance of work plans and budgets
  • Support to recruitment of necessary program and project staffs (e.g. TORs, NTF, etc.)
  • Any other necessary management and substantive support to HRLJSR projects

3. Provides administrative support to the HRLJSR Program focusing on achievement of the following results:

  • Proper control of the supporting documents for payments, review of NEX vouchers, and financial reports
  • Maintenance of internal expenditures control system ensuring that payments are justified, vouchers matched and completed, transactions correctly recorded and posted in ATLAS, and budget check errors spotted and corrected

4. Provide support to the creation of strategic partnerships, development of resource mobilization strategies, and mobilization of new resources for the program and its projects

  • Analysis of information on potential donors, including the strategic priorities
  • Preparation of briefing documents for resource mobilization meetings
  • Establishment and/or maintenance of contacts with donors
  • Building of new partnerships with other UN agencies or other units in UNDP Country Office (e.g. Environment Unit for Collaboration on REDD initiatives)
  • Provision of creative solutions to devising modalities or mechanisms of co-sharing funding arrangements and joint projects

5. Facilitation of knowledge building and knowledge sharing in HRLJSR Program focusing on the following results:

  • Organization of trainings for the HRLJSR program staff
  • Synthesis of lessons learned and best practices, ensuring that they are fed into program assurance and project development
  • Sound contributions to knowledge networks and communities of practice

IV. Recruitment Qualifications

Education:

Master’s degree in international development or social sciences.
A management qualification is desirable.

Experience

Essential:

  • At least 3 years of progressively responsible experience implementing social development programmes or projects in government, CSO or UN agencies
  • 2 year or more of practical experience in project or programme management
  • Demonstrated knowledge and experience in working on access to justice and pro-poor justice sector reform is essential
  • Strong experience in the usage of computers and standard office software packages and in handling of web-based management system.

Desirable:

  • Familiarity with UNDP systems, rules and procedures for project/programme management.
  • Experience working with local and national government in Indonesia.


Language Requirements: 
High degree of fluency in written and spoken English and Bahasa Indonesia
