Background

Despite 10 years of uninterrupted civil rule and three successive general elections including a successful transfer of power from one civilian administration to another, Nigeria continues to face the challenge of conducting elections that meet both regional and international standards of free, fair and credible elections. Consequently, soon after his inauguration as President in May 2007, President Umaru Yar'adua made commitment to reform Nigeria's electoral system and strengthen democratic governance. Electoral reform is currently under way, and hopefully will be concluded before the next general elections in 2011. UNDP and other donors  the EU, DFID and CIDA have initiated Democratic Governance for Development (DGD), in response to the request from the Nigerian government to assist in working towards achieving a more credible electoral process.

This initiative will enable the Nigerian Government to work closely with Civil Society Organizations and other political key players in a six distinct and inter-related programming components such as:

  • Strengthening of National Assembly
  • Strengthening of Political Parties
  • Improvement of the Electoral Process
  • Increased Capacity and Performance of Civil Society
  • Reinforcing the role of the Media
  • Empowerment of Women

DGD in Nigeria will focus on Electoral Cycle Support and Deepening Democracy within the framework of the Joint Donor basket Fund (JDBF) 2 that will support the electoral process and consolidation of democracy from 2009 -2014.)

The Project (DGD) will work closely with UNDP Country Office in deepening democracy in Nigeria during the elections period. UNDP has reiterated its engagement in supporting the Nigerian Government in the reinforcement of capacity building in the objective cited above. The programme period will be covered for 5 years. In support of this initiative, UNDP is recruiting Drivers.

Duties and Responsibilities

Under the guidance and supervision of the Operations Coordinator and daily supervision of the Operations Associate, the Driver/ Travel Clerk provides reliable and safe driving services and travel related services in the DGD Office ensuring high quality and accuracy of work, highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues.

Ensures provision of reliable and safe driving services by a) driving office vehicles for the transport of DGD personnel, other high-ranking officials and visitors and delivery and collection of mail, documents and other items, and b) meeting official personnel and visitors at the airport including visa and customs formalities arrangement when required.

  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts.
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

Provision of administrative and logistical services focusing on achievement of the following results:

  • Arrangement of outgoing travel itinerary
  • Hotel reservations for visiting DGD officials.
  • Reservation and purchase of tickets
  • Input of information for DSA, travel agencies and other administrative surveys
  • Arranges registration of new vehicles received for the UNDP office or projects.
  • Provides support in asset management related issues, such as physical inventory exercises.
  • Assist Administrative Assistant in obtaining quotations for vehicle repairs/servicing.

Supports knowledge building and knowledge sharing in the DGD focusing on achievement of the following results:
Participation in the training for the programme, operations and projects staff on procurement and travel.
Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Secondary Education. Valid Driver's license.

Experience:

  • 3 years work experience as a driver; safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair. Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Language Requirements:

  • Fluency in written and spoken English is essential.
