- Provide advisory support on the efforts to strengthen the Government system and procedures for effective aid management, including mechanisms and process to integrate external resource into national process and implementation of the JAST principles.
- Further support to the proper functioning of the Aid Management Information System and support its integration with the existing public financial management systems in Zanzibar.
- Develop draft policy document outlining RGoZ position in key aid effectiveness issues.
- Providing capacity strengthening support to the MoFEA in facilitating articulation of capacity development needs and drawing up on capacity development plan for effective aid management.
- Providing capacity strengthening support to the MoFEA in effectively leading and managing the aid management and effectiveness agenda (i.e. PER, JAST, etc.).
- Providing insight and access to best practices and exposure to various innovations and initiatives in facilitating effective aid management process.
- Contribute to knowledge development for the MoFEA on issues related to aid reforms.
- Actively engaging in the efforts on strengthening national public financial management systems and linking into the external resource management.
- Strengthen overall Government capacity on aid coordination and harmonization through advisory and technical support provided to MDAs in terms of effective aid coordination at sector, establishing and managing SWAps and sector dialogue, and linking the sector-level coordination to the overall aid effectiveness agenda.
- Facilitating information sharing and best practices with MDAs on the issue related to aid coordination and harmonization at sector/thematic level.
- Providing technical support in facilitating collaboration on aid coordination and management between the Union Government and the Zanzibar Government, including ensuring linkages of the aid management systems and procedures.
- Providing technical support in facilitating dialogue between the Union Government and Zanzibar Government on the issues related to aid effectiveness agenda.
- Increase ability of the Government to use available sources of Data to produce useful analysis of distribution, volume and effectiveness of aid
- Improved dissemination of information about aid to all stakeholders.
- Impart analytic techniques and skills to MoFEA Aid Coordination staff.
- Working closely with the DPG Secretariat, analytical and technical support to the MoFEA on issues related to donor coordination and dialogue with Development Partners.
- Advisory support to strengthening the structure of dialogue for Zanzibar’s development cooperation and management.
- Provide options for improved regular communications with Development Partners including dialogue structures in Zanzibar.
- Make recommendations for engaging Development Partners and Civil Society in Aid effectiveness and aid policy dialogue in Zanzibar.
- Strengthened capacity of Government in leading aid coordination, management and implementation of the JAST and the Paris Declaration.
- Strengthened the effective development partnership and incrementally higher level of aid effectiveness in country through contributions to the Government.
- Strengthened capacity of the Government in M&E and reporting of the impacts of Aid in country's development.

Qualifications et expériences requises
Education:
- At least Master’s level in Economics, Business Administration, International Development, or any other relevant fields.
Experience:
- At least 7 years of relevant experience, including demonstrated experience in a developing country working successfully on aid management issues.
- Prior work experience in development partner’s community, including multilateral development agencies. Knowledge of the mandate and role of the UNDP in aid coordination.
- Familiarity with the aid context and development process in Tanzania.
Language Requirements:
- Fluency in both written and spoken English. Knowledge in Kiswahili desirable.
