Devoirs et responsabilités
- Ensuring strategic direction of project operations, day to day management and delivery of the Project’s components.

- Ensures, in close consultation with Project Support Team, the effective application of RBM tools, elaboration of coherent work plans, project and programme documents, preparation of compelling proposals and monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
- Leads the livelihood and economic development project team and ensures team spirit
- Ensures the highest possible quality of delivery and ensures value for money.
- Maintains regular contact with project staff on programmatic issues and oversees the work of the project coordinators in the various Somali regions;
- Participate in all internal and external (coordination) meetings representing the project;
- Coordinate and cooperate with initiatives of other sections of the UNDP country office, specifically the ROLS, Governance and Human Development Units
- Coordinates with existing programme activities and capitalize on other ongoing similar interventions in the same sectors by other implementing agencies;
- Improve/establish communication and coordination mechanisms and procedures amongst the various stakeholders;
- Prepare inception reports, work plans and regular donor progress and impact reports for the project;
- Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities;
- Ensures monitoring and evaluation of the projects, including regular field visits and the organization of Project Board and Steering Committee meetings and report on project progress and constraints;
- Support the enhancement and update of a web-based database to serve as monitoring and reporting tool
- Manage and monitor identified project risks and update the status of these risks;
- Keep the Programme Manager abreast of emerging project issues;
- Ensures that national counterparts, at local and central level, endorse and participate in the identification of priority interventions, building national capacity and ensuring growing responsibilities of counterparts;
- Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
- Ensures that all programming is founded on Rights Based approach and that programme resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
- Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods programme;
- Preparation of high quality project documents and proposals, and encouraging adequate peer review of the same through established mechanisms (LPAC);
- Supports overall resource mobilization for the programme area;
- Advocates for UNDP with government counterparts, donor community, international financial institutions and the UN;
- Liaises continually with and forge close linkages with other UN offices, programs, agencies and entities, and other international and national stakeholders concerned with or providing assistance on Sustainable Livelihoods issues to Somalia
- In close consultation with the Programme Management Support Team (PMST), the elaboration of coherent work plans and budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
- Ensures timely and adequate reporting against plans in consultation with PMST, including providing timely and articulate progress reports and inputs to the Strategic Results Framework and Results Oriented Annual Report;
- Integrity of financial and administrative operations in the programme area by oversight of financial and budgetary aspects of the projects, under advice of the Programme Manager, Operations staff, and other support staff;
- Strict and consistent application of UNDP rules and regulations and ensuring the implementation of clear accountability mechanisms throughout the programme portfolio;
- Cost recovery for services provided by the CO to projects, in collaboration with the Programme Management Support Team and the Deputy Country Director-Operations;
- Participates in internal control mechanisms for adherence UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
- Approval of financial transactions for the Recovery and Sustainable Livelihoods programme in Atlas, up to the designated level.
- Project compliance with corporate human resources policies and strategies,
- Optimal staffing of the project;
- Mobilize goods and services to various initiatives’ activities, including drafting TORs;
- Ensure that all project recruitment and contracting is done in accordance with the standing criteria and procedures as worked out for the project and be directly responsible for their recruitment, contracting and management of national staff as well as contractors involved in the implementation of the programme;
- Project compliance with corporate rules and regulations in the field and management of procurement processes;
- Identification and synthesis of best practices and lessons learned from the Recovery and Sustainable Livelihoods Programme for organizational sharing and learning;
- Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the region and globally;
- Supports capacity-building of national counterparts;
- Promotes a knowledge sharing and learning culture in the CO and, in particular, within the Recovery and Sustainable Livelihoods programme

Qualifications et expériences requises
- Master’s degree (or equivalent) preferably in political science, international studies, development studies or any other related field.
- Minimum of 7 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting and/or post-conflict setting
- Required expertise in the area of Recovery and Sustainable Livelihoods, preferably with recent experience in local economic development (long term income generation and micro-finance), early recovery from conflict/post conflict or disaster country
- Experience in high-level policy advisory services to Government counterparts is desirable
- Experience in inter-agency coordination of development or humanitarian assistance is desirable
- Three or more years of senior-level management responsibilities of similar size and complexity is desirable
- Strong written and spoken English skills. Another UN language is an asset.
