Antecedentes
Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
2001 was proclaimed by the United Nations General Assembly (Resolution A/Res/52/17 of 1997) as the International Year of Volunteers (IYV) in order to enhance the recognition, facilitation, networking and promotion of volunteer service. The year was dedicated to increasing awareness of the achievements and further potential of volunteerism for economic and social development.
Follow-up reports to IYV were discussed in 2002, 2005 and 2008 by the General Assembly. The 2008 resolution reaffirms the significance of volunteerism for the achievement of the Millennium Development Goals and calls for the marking of the tenth anniversary of the International Year of Volunteers or 'IYV+10' in 2011 (A/Res/63/153). UNV was designated as the focal point for IYV+10. Building on the momentum and success of IYV, the objective of IYV+10, among others, is to celebrate volunteering as an expression of our common humanity, respect, understanding, trust, solidarity and reciprocity; engage the will, positive energy and innovation of millions of people towards realizing the Millennium Development Goals (MDGs); and create an enabling environment for citizen engagement.
IYV+10 will be marked by celebrations and activities on a global, regional and national level by volunteer involving organizations, Governments, UN agencies, foundations and other stakeholders. Stakeholder mobilization will be the key to the success of IYV+10. In collaboration with its field presences as well as on-the-ground and on-line volunteers, through this project UNV will support national volunteerism coordination structures and will bring together diverse stakeholders towards a comprehensive and inclusive volunteerism vision and agenda during IYV+10 and beyond. UNV will also support global events including a Global Summit on Volunteerism and MDGs in New York in March 2011, two UN General Assembly Sessions dedicated to IYV+10 in December 2011, and launch of the first State of the World Volunteerism Report in 2011. The marking of IYV+10 is expected to lead to enhanced recognition of UNV’s critical role in peace and development as well as in volunteerism norm-setting in the UN System.
Under the direct supervision of the UNV Programme Officer (PO), and overall guidance of the UNDP Deputy Country Director, the National UNV volunteer for Marking the IYV+10 will undertake activities that help realizing the objectives of the IYV+10 in the country. S/he will act as focal point for marking the IYV+10 ensuring regular documentation and timely reporting mechanisms are established to ease information flow between the national level and UNVHQs. S/he will also augment the national key players on IYV+10 in their efforts to network at the national constituencies’ level, and with global stakeholders of IYV+10.
Deberes y responsabilidades
The National UNV volunteer for “Marking the IYV+10” will be responsible for delivering key tasks under three major areas: a) strengthening the national capacity of the constituencies through volunteerism; b) support resource mobilization at the national and local level; and c) ensure regular documentation and reporting at the national and global levels. In specific, S/he will:
- act as the Focal Point (FP) for Marking the IYV+10 in the country, in liaison with, and direct supervision of the UNVPO;
- facilitate the creation of a National IYV+10 Committee where one doesn’t exist;
- initiate and participate in resource mobilization efforts by developing an approach for fund raising to strengthen IYV+10 activities at the local and national levels;
- liaise with national and international VIOs in-order to build national network and database with a catalogue covering all participating entities in the IYV+10 in the country;
- undertake tasks to augment UNV’s role at the national level in order to orient and build momentum for IYV+10, create a common understanding, share practices and approaches within a given region or district, providing additional dynamism to local and national initiatives;
- support the implementation of IYV+10 overall communication strategy, monitoring activities, disseminating information and collecting good practices, volunteer stories and audiovisual materials;
- extend capacity development assistance to strengthen the implementation of IYV+10 initiatives and results, through organizing training and transfer good practices and successful initiatives;
- monitor planned national initiatives during the IYV+10 - including extending support to the Regional workshops where applicable;
- act as FP within UNDP CO for preparation and dissemination of IYV+10 promotional materials;
- extend support to the national media for coverage of the volunteer related events and success stories;
- organize data and information, prepare and maintain records, document and report on events implemented throughout the year;
- undertake any other tasks within his/her competency as directed by the CO/UNVHQs;
Results/Expected Output:
- A national IYV+10 Committee established and actively supported to steer the IYV+10 activities in the country;
- A number of initiatives developed and implemented to mark IYV+10 in the country
- All year-round activities well documented; successful stories on IYV+10 received in timely manner by the IYV+10 team at UNVHQs, and featured in UNVHQs publications on IYV+10;
- Additional resources mobilized at the national and local levels;
Competencias
Furthermore, UNV volunteers are encouraged to:
- Strengthen the knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications, taking active part in UNV events (i.e. marking IYV+10 & IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on IYV+10 experiences and submit them to the team at UNVHQs for consideration, and input to the UNV publications/websites, newsletters, press releases, etc.;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements:
- Bachelor’s degree in social sciences or development-related fields;
- At least 3 years of professional experience in development, coordination and resource mobilization;
- Strong knowledge of and sound experience in working with volunteer programmes, NGOs, CSOs, and VIOs;
- Well versed with programme management and development;
- Fluency in spoken and written both Bahasa Indonesia and English;
- Proven competency and proficient knowledge and experience in Internet, and internet socially-based system, applications and Interactive tools (i.e. Facebook, Twitter and YouTube). As well, full ability to use standard computer applications (i.e. Word, Excel, PowerPoint, Outlook, Internet)
Living Conditions:
- The position will be based in the capital, Jakarta, where basic living needs, including accommodation,
banking facilities, medical facilities and telecommunications/internet services are readily available. All
staple foods can be found in the markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many
imported goods are available in Jakarta and other places throughout Indonesia. Jakarta has many good
restaurants with good health standards and most guesthouses provide food. In Indonesia the most used
means of transportation are taxi or local bus. Mobile phone is the most dependable tool to be in-touch
with colleagues and friends. Internet service is readily available and affordable at most apartment
complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw
Indonesian Rupiah.
Conditions of Service
- A 12-month contract which is extendable depending on satisfactory performance and availability of funds; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to IDR4,000,000; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
