UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
I. Organizational Context
The Tsunami Recovery Waste Management Programme (TRWMP) aims to:
To improve and sustain the environment of Aceh and Nias through; (a) strengthening the capacity of local government to conduct effective efficient collection, recovery and disposal of municipal and tsunami waste; (b) rehabilitation of critical waste management infrastructure; and (c) supporting local enterprises in the creation of livelihoods opportunities in recovery, processing and recycling of waste, and clearance and rehabilitation of tsunami impacted agricultural land.
The Programme has been designed to provide local government (at municipal/district level) with financial and technical support to achieve the following results:
- To provide government with financial and technical support to continue to build capacity, clear residual tsunami waste in rural areas, complete the development of sustainable municipal waste management systems (and expand the geographic coverage to other districts in Aceh).
- To promote waste management livelihoods so that the economic benefits from recycling are derived in NAD-Nias and minimise the waste volume going to landfills.
- The detailed evaluation, design and construction of permanent district landfills, including a regional sanitary landfill facility for KBA/ Aceh Besar.
- Effective and efficient management, monitoring and oversight of the overall programme on behalf of the MDF donor partners.
Under the guidance and direct supervision of Chief Technical Specialist for Waste Management in Banda Aceh, the Project Officer will be responsible for managing the Waste Management Livelihood component of the TRWMP, and as one of three Programme officers supporting the Team Leader, provide overall management support of the TRWMP staff and activities. The Project Officer will perform three main functions:
- to assist the Chief Technical Specialist the day-to-day running of the TRWMP activities and field office operations. Providing support and guidance to Project Associates, Assistants, and field staff in all districts.
- to act as the focal point for organization and management of the Component 2, Waste Management Livelihoods. Implement and monitor operational strategis for sustainable waste management livelihoods.
- to provide continued support to SMEs, NGOs, and individuals from Waste Management Livelihoods to design and implement project activties, to monitor their implementation and performance, and to distill lessons learned and good practices for future activities.

1. Ensures implementation of project strategies focusing on achievement of the following results:
- Provide day-to-day support to the Chief Technical Specialist for all TRWMP activities;
- Provide day-to-day management support to the Project Associates, Assistants and field staffs in all districts;
- Liaise with donors and other related stakeholders for project activities related to waste management livelihood.
- Planning and implementation management of programme units
- Coordination with other project units
- Prepare progress reports as required
- Finance planning and management
2. Participates in effective management of the TRWMP within the practice area specialization assigned focusing on quality control from formulation to implementation of the project achieving the following results:
- Design and develop monitoring plan for all livelihood activities under TRWMP
- Work closely with M&E Project Associate and Assistants to conduct field monitoring for all WM livelihoods activities;
- Conduct site visits to confirm monitoring data and WML partner project implementation;
- Gather and compile monitoring and evaluation data in order to support TRWMP base line data.
- Provide monitoring reports as required;
- Based on results of monitoring, identify and manage issues/challenges related to Programme implementation and suggest corrective measures.
3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
- Support Communication and M&E Project Associate in preparing monitoring data for UNDP/Donors; and
- Identify issues/challenges in the implementation of the programme and propose solutions;
- Identification and possible provision of supplementary small grant/equipment support where deemed necessary (eg. Equipment failure requiring spare sparts; and
- Coordination of all Programme activities through Project Assistants.
4. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Provide technical capacity building to SMEs, NGOs and individuals Sound constributions to knowledge networks and communities of practice;
- Organization of training for project staff on project issues;
- Facilitation of knowledge building regarding field monitoring among the Project Assistants; and
- Proffesional growth through active learning;
- Any other related tasks as specified by theChief Technical Specialist.
III. Impact of Results
The key results have an impact on the execution and efficiency of the TRWMP programme, in particular Component 2 Waste Management Livelihoods activities and the success of creating sustainable solid waste management systems.

Qualifications et expériences requises
V. Recruitment Qualifications
Education:
- Masters in Social Science, Environment, Waste Management, or relevant degree.
Experience:
- Minimum 6 years relevant working experience at the national and international level in livelihood or related field
- Strong ability to keep records, draft, edit and produce results-focused reports in English;
- Good communication, interpersonal and liaison skills;
- Able to work under pressures, handle multi tasking situations, and travel to project sites;
- Ability to negotiate and troubleshoot relationships with national and international stakeholders;
- Experience of managing national staff;
- Experience of working in Aceh is an advantage;
- Experience of working with international/national contractor (preferably with Non Goverment Organization)
Language Requirements:
- Fluency in both written and spoken Bahasa Indonesia and English
