The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

Deberes y responsabilidades

As an Associate to the Field Security Coordination Officer (FSCO) and/or Deputy FSCO, the LSA is to support the D/FSCO in the execution of his tasks. He is to provide direct assistance in all areas of security dealing with sensitive and confidential matters especially with local authorities. A thorough knowledge of the region and good communication skill on IT management and key computer software programs is essential. The primary duties of the D/FSCO LSA are:

 

Summary of Key Functions:

 

  • Liaising and coordinating with the local government security organizations;
  • Maintaining the Security Plan, including updating staff lists;
  • Maintaining Minimum Operational Security Standards (MOSS) for equipment;
  • Assessing the security situation at the duty station;
  • Identifying Emergency Communications equipment needs;
  • Conducting security evaluations and providing advice on security measures for the residences of UN staff and UN offices and compounds;
  • Organizing training courses on security issues/awareness and preparedness;
  • Drafting daily and weekly security situation reports, preparing all security briefings in Power Point format for D/FSCO;
  • Prepare presentations for Area Security Management Team (ASMT) meetings;
  • Maintain security clearance approval records and monitoring systems to record and manage the movements of UN staff in and out of Eastern Region;
  • Maintain the Security Incident Database and assist D/FSCO in preparing quarterly reports;
  • Assist the D/FSCO in managing the operational fund, maintaining UNDP inventory and sending periodic reports to UNDSS Kabul;
  • Provide general administrative and procurement assistance to the D/FSCO, including maintaining both hard and soft copy files and the cross referencing of correspondence;
  • Maintain accurate weekly international and monthly national staff lists for the region;
  • Provide interpretation and translation skills in /English, Pashto and Dari to the D/FSCO;
  • In the absence of the D/FSCO and other international staff members, conduct security briefings for internationally recruited staff on mission to the region;
  • Perform other duties as required and directed by the D/FSCO.

The Field Security Associate is expected to contribute to the following results:

 

  • Improved liaison and coordination with the local government security organizations.
  • Effective coordination of capacity development and training initiatives in the region.
  • Provisions of information/advisories to the SFPs of the agency, fund and programmes to enable them effectively advise their Heads of Offices on security related issues.

Habilidades y experiencia requeridas

Education:

 

  • High school graduate.

 

Experience:

 

  • 6 years of practical administrative experience and preferably several of those in security related areas;
  • Working knowledge of HF, VHF and satellite phone communication systems;
  • Advanced computer and typing skills, utilizing all major software types is essential;
  • A thorough working knowledge of Microsoft Word, Excel, Power Point is mandatory;
  • A working knowledge of Arc View is preferred;
  • The selected candidate will be required to work extensively with computers and should have a sound working knowledge of IT system management.

 

 

Language Requirements:

 

Fluency in English (reading and writing) and proficiency in Dari or Pashto.
