Background

Duties and Responsibilities

I. Substantive Duties and Responsibilities

Under the overall guidance of the Representative and the direct supervision of Assistant Representative, the Field Coordination Officer (FCO) will be responsible for the strategic coordination of UNFPA supported activities in NTT Province in line with the priorities identified in the 8th Country Programme, Country Programme Action Plan (CPAP) and the Annual Work Plans (AWP).

Coordination, Planning, Implementation, M&E and Reporting

  • Provides coordination support and technical assistance to Implementing Partners (IPs) functioning in the province(s); strengthen the capacity of the district Bappedas for the efficient operation and management of programme implementation (including programme planning, monitoring, evaluating, reporting, and coordination of district-level implementing agencies) in the selected districts.
  • Actively participates and plays a lead role in the development of AWPs and follow up on the progress reports on programme implementation of IPs functioning in the province(s).  In consultation with the concerned Bappedas (province and district), organize and facilitate field monitoring visits to district IPs.
  • Monitors project and programme implementation; conducting field visits, participating in review meetings, monitoring and evaluation missions and prepare regular inputs to status and progress reports;  analyzes basic factors affecting the achievement of results, recommend corrective actions and follow up on recommendations; identifies best practices and lessons learned from programme implementation.
  • Reviews the performance and progress of the programme, identify bottlenecks and ensures necessary actions are made in a timely manner to remedy programme implementation problems; this will include the provision of regular communications  with the Country Office Programme Management Unit; provision of reports and inputs for incorporation into the quarterly newsletter and into other required reports such as the Country Office Annual Report (COAR).

Advocacy and Partnership

  • Coordinates with other UN agencies, Donors and NGOs operating in the province(s) and working on Sexual and Reproductive Health (including Maternal Health, Family Planning, HIV/AIDS and Adolescent Reproductive Health), Population and Development and Gender related activities by actively participating in meetings, responding to queries and reporting on behalf of UNFPA.
  • Undertakes continuous advocacy with Local Governments and Parliaments (Provincial and District), to strengthen their commitment to implement policies and programmes and ensure adequate resources for Sexual and Reproductive Health, Population and Development and Gender issues as well as position the partnership with UNFPA; this will include use of evidence-based data, information and analyses for advocacy purposes.
  • Actively participates and represents UNFPA’s interests in UN joint programme activities undertaken in the province; in districts where UNFPA is part of UN joint programme(s), actively participate in programme formulation, implementation, monitoring and reporting activities, as per the established workplan(s) and coordination mechanisms; actively participates in UN coordination mechanisms (i.e. province-level UNCT and/or UNPDF Working Groups, etc.).   
  • In close coordination with the Country Office, develops strategic partnerships and resource mobilization at the provincial and district levels.

Operations

  • With the assistance of the Operations Unit, oversees the financial, administrative and logistics function of the Office.  (These may include settlement of payments and accounting recordings, purchasing, asset management, transportation, etc.).
  • Ensures that financial transactions are processed as per the Standard Operating Procedures and follows up on the submission of monthly bank reconciliation and other financial reports to the CO, as needed and required.
  • Manages the staff and assets of the Field Coordination Office, including supervision of the FCO Programme Officers under the relevant substantive areas, supervision and performance feedback of NPA/FAA and Driver, and office equipment and vehicle; ensures that the work of the FCO Programme Officers are technically supervised and performance feedback are provided by the concerned National Programme Officers in the Country Office.
  • Provides logistical support to missions organized by the Country Office (including missions on behalf of APRO and/or Headquarters).
  • Performs other related activities and tasks as assigned by the Representative and the Assistant Representative.

Required Skills and Experience

III. Recruitment Qualifications

Academic Requirements:

  • A solid academic background at a post-graduate level (Master’s degree) in development study, public health or related social sciences.

Experience and qualifications:

  • 5 years of progressively responsible experience in the areas of reproductive health, gender or population development including programme management.
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team.
  • Strong interest in development work, especially the mission of the United Nations Population Fund.
  • Ability to work well under deadline, excellent interpersonal communication skills and negotiation skills.
  • Ability to liaise and affiliate with other UN agencies, Donor, NGO, and the Government working in the area of  Health/Reproductive Health
  • Knowledge and/or experience of UN working system are preferable

Languages:

  • Fluency in oral and written English and Bahasa Indonesia.

Computer skills:

  • Proficiency in current office software applications.
  • Experience in handling of web based management systems.
