UNDP Afghanistan Mission Statement:

UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the on-going Country Programme Document approved by the Executive Board for the period 2006 – 2009.  A new Country Programme Document was approved by the Executive Board during September 2009 for the period 2010-2013. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.

Organizational Context:

UNDP has been providing gender technical support to the Government of Afghanistan through the Ministry of Women’s Affairs (MoWA) since 2002. In 2007 UNDP signed the Institutional Capacity Building for Gender Equality (Gender Equality) project with the Ministry of Women’s Affairs (MoWA) and the Ministry of Economy (MoEc) to strengthen capacity of selected state institutions for the advancement of gender equity and women’s empowerment in Afghanistan. The project aims to develop effective gender mainstreaming models to strengthen the capacity of government ministries and institutions at national and sub-national levels. The project is in line with the gender equity goals set out in the Afghanistan National Development Strategy (ANDS) and consistent with the Millennium Development Goals of gender equality and empowerment of women. The project has three major objectives:

Immediate Objective 1: Enhance capacity-building and policy development of partner ministries and other institutions for effectively integrating a gender perspective into their various programmes / activities and also enhancing the capacity of sub-national tiers of governance (provincial, district and municipal levels) to meet the socio-economic needs of Afghan women by working in close partnership with other UNDP projects engaged in strengthening women’s participation in relevant sub-national institutions (DDAs and others as being targeted by National Area Based Development Programme; ASGP and others).

Immediate Objective 2:  Address the socio-economic empowerment of women through the design and implementation of targeted poverty alleviation activities and a holistic approach by reinforcing the national priorities as highlighted in the ANDS and NAPWA.

Immediate Objective 3: Ensure an effective integration of the needs and interests of women from different levels in the peace and reintegration process and other initiatives which are linked to it and implement relevant activities in conjunction with different UNDP projects involved in this field. 

Gender Equality Project (GEP) is geared towards strengthening the capacity of the counterparts and other ministries and institutions involved in its implementation. One of the key features of the project is the sustainability of knowledge gained and capacity built.  Therefore, monitoring and evaluation of the processes and outputs vis-à-vis expected results and lessons learned will be of paramount importance. The position of the Monitoring and Evaluation (M&E) Specialist has been created to establish and operationalize the monitoring and evaluation system of the Project.

Devoirs et responsabilités

Under the direct supervision and guidance of the Gender Equality Project Manager, and in close cooperation with the project specialists (Gender Budgeting, Gender Planning, Gender Justice, Communications, Curriculum Development, etc.), the Provincial Coordinators and local NGOs, the M&E Specialist will have overall responsibility for establishing a system to monitor and evaluate GE project implementation processes and results in mainstreaming gender in government.

The M&E Specialist will undertake the following functions:

Develop M&E tools and systems to monitor and evaluate GE project implementation:  

 

  • Develop and institute, in consultation with partner agencies and for approval by the Project Management Team, the Project’s M&E system  
  • Develop periodic assessment and reporting template and user guidelines for key institutional actors, partners and stakeholders  
  • Develop indicators for measuring results of project implementation  
  • Develop tools for evaluation and impact assessment of the project  
  • He/she will also assist with developing standard M&E
    instruments and updating data in the M&E database

Organize project monitoring and evaluation activities: 

  • Plan and implement regular project monitoring and evaluation activities (periodical meetings, annual assessment conferences, etc.) among key institutional actors, partners and stakeholders to provide up-to-date information, feedback on the status of project implementation;  
  • Collect, analyze and disseminate in a timely manner project progress reports in consultation with partners, stakeholders, project specialists, provincial coordinators, partner agencies and other relevant sources of information 
  • Contribute towards the preparation of the Situation Analysis by compiling
    data, analyzing and evaluating information;  
  • Design data collection methodologies and research protocol (Sentinel Site
    Survey, RAP, KAP, etc.);  
  • Participate in the development and introduction of
    new approaches and methods in project monitoring and evaluation  
  •  Serve as a focal point for the introduction of the new M&E Software, including Evaluation Study Summary Sheet and Programme Review Sheet;  
  •  Organize and conduct necessary training in this regard.

     

Prepare plans, reports and other project-related documents: 

 

  • Assist the Project Manager in the preparation of yearly and quarterly work plans, reports, project presentations and other project M&E-related documents and correspondence;  
  • Prepare high quality reports/ project documentation for dissemination to the stakeholders;  
  • Assist Project Manager in extracting critical lessons learned and good practices from final evaluation, audit and monitoring reports.  

Provide advise for better project management and implementation: 

 

  • Advise the Programme Manager, the Project Board and stakeholders, on the progress of project implementation, assess progress and identify constraints and gaps in implementation and recommend appropriate responses  
  • Analyze and evaluate data to ensure achievement of objectives and recommend
    corrective action, when necessary, to meet programme/project objectives.  
  • Provide technical advice to programme staff, government officials and other
    counterparts and coordinate and manage the evaluative elements of project’s milestone meetings, such as mid-term reviews, strategy meetings,
    previews and reviews and annual reviews.
  • Perform all other tasks that may be assigned by the Programme Manager from time to time.

Qualifications et expériences requises

Education and Experience: 

 

  • Master’s degree in development studies (international development, gender and development), business administration, or any social science-related field;  
  • Professional working experience  in international development especially in the area of monitoring and evaluation; working with learning and capacity development initiatives, preferably in the context of a developing country;  
  • Female candidate with bachelor degree in development studies (international development, gender and development), business administration, or any social science-related field and 2 years of professional experience in international development especially in the area of monitoring and evaluation; working with learning and capacity development initiatives, preferably in the context of a developing country will also be considered;  
  • Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different constituencies. Monitoring experience in the UN context highly desirable;  
  • Experience in results-based management (RBM) is desirable;  
  • Knowledge and understanding of public sector institutional capacity development requirements;  
  • Knowledge and understanding of gender disparity and its negative impacts on development processes;  
  • Experience related to UNDP's mandate and activities an asset;  
  • Previous experience of working in UNDP, UNICEF or the UN system highly desirable  
  • Excellent computer/information systems skills. 

Language Requirements: 

Excellent command of written and spoken English. Proficiency in Dari and/or Pashto.
