Historique

UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board for the period 2006 – 2008. The Country Programme Action Plan was approved by the Government and UNDP in 2006. UNDP Afghanistan is organized into (1) Policy and Results Management Directorate, (2) Policy and Programmes and (3) Operations. The Poverty Reduction and Sustainable Livelihoods Cluster is part of the Policy and Programmes. The Policy and Programme consists of the following clusters: (1) Democratic Governance Cluster, (2) Local Governance and Administration Cluster, (3) Crisis Prevention and Recovery Cluster, (4) Poverty Reduction and Sustainable Livelihoods Cluster, and (5) Natural Resources and Environment Cluster.
The National Area-Based Development Programme (NABDP) is one of the national priority programmes of the Ministry of Rural Rehabilitation and Development (MRRD), supported by the United Nations Development Programme (UNDP). NABDP commenced as a joint initiative of the MRRD and UNDP in 2002, with the goal of contributing to a sustainable reduction of poverty and an improvement of livelihoods in rural Afghanistan. Phase-II focused on support to local governance, poverty reduction, and institutional capacity development, whilst linking with Afghanistan National Development Strategy (ANDS) and Agricultural Rural Development Sector Strategy (ARDSS) frameworks. The Phase III of NABDP is viewed as a five-year commitment by MRRD to take the next step towards a truly national area based program with synergies between all MRRD programmes including Afghanistan Rural Enterprise Development Programme (AREDP.)

Phase III of NABDP began in July 2009, and is expected to run for five years. The five main thrusts of Phase III are: (i) local institutional development; (ii) Productive rural infrastructure projects; (iii) rural energy; (iv) natural resource management; and (v) local economic development. The NABDP Phase–III is  a five-year (July 2009- June 2014) project  design  for several strategic shifts with MRRD to ensure the entire MRRD portfolio provides a sector-wide cohesive approach to the immediate and longer-term needs of the rural population of Afghanistan. The design builds upon the successes of the first two phases and will be flexible enough to take on an experiential learning approach in response to the constantly changing development landscape and development space.

The Implementation of NABDP will be lead by a Programme Director appointed by the Government as the representative of the Secretary of the Ministry of Rural Rehabilitation and Development (MRRD), and National Project Manager, under Service Contract with UNDP, to manage the technical assistance team and transfer of know-how. Management will be governed by relevant decisions of the Executive Board of UNDP, including the programming manual (RMG) and the project implementation manual. Annual Work Plans will be the key planning and management tool and will be prepared jointly by the Government, donor partners, beneficiary stakeholders and UNDP.

Note: UNDP Afghanistan reserves the right to select one or more candidates from this vacancy announcement.  We may also retain applications and consider candidates applying to this post for other similar positions with UNDP at the same grade level and with similar job description, experience and education requirements.
