Antecedentes

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Gender and Justice Programme of UN WOMEN works with the Ministry of Women’s Affairs (MoWA) to strengthen its capacity to develop an enabling environment to implement the National Action Plan for Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS) in the areas of legal protection, rule of law and women’s human rights. The programme also builds on partnerships developed with other line minister, local government entities in the justice, interior, social protection and health sectors, NGOs and community-based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context.

Deberes y responsabilidades

Under the general guidance of the Chief Technical Specialist and direct supervision of Gender and Justice Unit Manager the Training Coordinator will perform the functions stated in the ToR.

 

III.  Functions and Key Results Expected
1. Mobilize necessary tools and resources for the implementation of training plans.
2. Facilitate meetings, workshops and awareness raising activities with programme beneficiaries and partner institutions.
3. Assist supervisor with the preparation of progress, quarterly and final project reports for submission to donors through the ACO Management.
4. Monitoring and evaluation of project activities.


1. Mobilize resources for the implementation of training plans.
• Provide coordination support to various training programmes on gender awareness mainly for the justice institutions in the context of both law and the Sharia.  
• Work in close collaboration with the Ministry of Justice to identify partners to provide technical support for the conducting TOT, other trainings and work on paralegals recognition and expansion.
• Facilitate and perform needs assessment to identify training needs.
• Identify and coordinate with service providers to support Family Response Units (FRU) in developing Standard Operating Procedures to support women’s access to justice.  
• Participate in field missions to facilitate trainings as well as coordination between key stakeholders and women beneficiaries at the provincial level. 
• Prepare standardized criteria for selecting trainees and ensure that trainings are designed to fit the specific needs for the target audience.
• Conduct pre and post training surveys with trainees and document lessons learned as a tool for enhancing and improving the quality of the trainings.

2. Facilitate meetings, workshops and awareness raising activities with programme beneficiaries and partner institutions.
• Develop a calendar that details what types of workshops, awareness raising opportunities are being offered.
• Write reports of the workshops and meetings
• Assist with the development of an effective network with other stakeholders in order to mobilize a broader support and implementation base.
• Act as a liaison between UNWOMEN and justice institutions and assist in mobilizing justice institutions in relation to the training activities.

3. Assist supervisor with the preparation of progress, quarterly and final project reports.
• Assist with the preparation of progress, quarterly and final reports of the project.
• Provide necessary support required to compile the annual report, donor reports and other reports as and when required.
• Provide inputs to bi-annual reports to UN Women and Ministry of Justice on the work of project.
• Assist in monitoring and evaluation of project activities.

4. Monitoring and evaluation of project activities.
• Develop an effective monitoring and evaluation system to gauge the development of the activities according to the action plan of the project and its implementation.
• Manage documentation of project activities.
• Any other tasks assigned by management.

Habilidades y experiencia requeridas

Education & Experience:
• Bachelor’s Degree in Law, Social Science, Management, Public Administration, Organizational Development  or  related field, with 4 years experience or Masters Degree with 2 years of experience, in training related projects
• Project implementation experience with the UN system would be considered strong asset
• Experience in designing, developing and implementing training programmes especially for the government officials-justice institutions.
• Strong communication skills both oral and in writing.
• Familiarity with international standards on women’s rights and related instruments.
• Ability to perform a variety of specialized tasks related to training, including support to design, planning and implementation of programme and reporting

Language Requirements:
• Strong oral and written skills in English, Dari and Pashto.
Computer Skills:
• Ability to use computer programmes/applications (MS Word, Excel, PowerPoint).
