The Gender Specialist will work under the direct supervision of the Project Manager-Capacity Development together with the National Gender Officer of the project.
Devoirs et responsabilités
- Management for delivery of results;
- Advocacy, Networking and Marketing:
- Proposals, Reporting and Resource Mobilization.
- Lead implementation of Gender Strategy of the project in close coordination with national counterparts;
- Undertake capacity development activities in line with the broader capacity development strategy of the project;
- Provide policy and strategic guidance to the MoI for accelerated gender mainstreaming in the MoI;
- Support female police recruitment using innovative approaches to female police recruitment;
- Play a lead role in capacity development and performance improvement of the family response units;
- Together with the M&E team, develop measurable project indicators and collect data for project impact measurement;
- Manage delivery of results by using up-to-date best practices and know-how in the subject area and accordingly plan delivery of resources;
- Develop component related annual, quarterly and other related plans and report against the progress at different forums.
- Create or establish a positive and appreciative atmosphere for team-based work in the project and be an advocate for the work of UNDP;
- Disseminate the information on best practices and be an active member of the UNDP global and regional networks;
- Prepare brochures, publications, press releases, media events for dissemination of UNDP assistance and experience in the area of gender mainstreaming in the MoI;
- Prepare professional articles and papers on Gender and Police;
- Expand outreach to the UN, national government, local authorities, private sector, non-government and international development organizations.
- Network and build credible working relations with the government, UN, donor partners, civil society organizations, and other project related stakeholders;
- Develop result based project reports in timely manner;
- Prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector;
- Mobilize resources to support the achievement of project outputs and outcomes.
- The implementation of this job description will result in accelerated gender mainstreaming in the MoI filling the huge gap created by lack of gender equality, gender mainstreaming and awareness.

- Excellent analytical aptitude, communication, writing and presentation skills;
- Well published, competent and knowledgeable on development issues, especially security and police training;
- Prior experience of project manager or leading large project teams;
- Good interpersonal skills and understanding of Asia-Pacific culture and customs an advantage. Working experience with governments, donors, non-government and international development organizations preferable;
- Ability to function at both policy advisory and project implementation levels. Also, computer and internet capabilities mandatory.
Qualifications et expériences requises
- Advanced University Degree (Master Degree or equivalent) preferably in law, political sciences, post crisis development or any other relevant social science.
- A minimum of 2 years of experience in the area of Gender Mainstreaming, preferably in police sector.
- Familiarity with Results Based Management principles and techniques;
- Certification in Prince2 and/or in Results based Management an asset;
- Experience in a developing, conflict or transitional country setting is preferred;
- Previous experience in the country or in the region an asset.
- The incumbent must have full command on English language;
- Knowledge of local languages Pashto/Dari will be an asset.
