- Finalization of FPU strategy, vision and mission; the set up of a clear, gender sensitive organizational structure availing FPUs staff job descriptions in line with the strategy, vision and mission and with the PCP structure.
- Identification of minimum standards for Palestinian FPUs, both in terms of hard component as well as human resources, with minimum standards guidelines.
- Drafting of Standards Operational Procedures for FPUs;
- Identification of training needs for FPUs staff in light of the above and development of a gender sensitive FPU staff training programme and material;
- Implementation of the training needs;
- Enhancing filing, monitoring and documentation systems of FPUs;
- Equipping FPUs.
Devoirs et responsabilités
- Work in team with the international consultant on revision and finalization of the FPUs strategy, mission and vision and on FPUs organizational structure;
- Participate in the organization of the team work and contribute to the work plan to be submitted to UN Women;
- Regularly meet with UN Women and PCP/FPU to update, together with the international consultant, on progresses and challenges of the assignment;
- Work in close coordination and cooperation with other consultants working on FPUs as well as on matters related to policing and protecting victims of gender based violence;
- Meet, in coordination with the international consultant, with Head of FPU and with relevant PCP staff and PCP decision makers to discuss current status of FPUs strategy and identify areas of the strategy to be revised in line with international protection standards and with PCP structure;
- Provide sound advice in the identification of key stakeholders and participate to bilateral meetings as well as meetings and working sessions with participation of relevant actors, as organized by the consulting team;
- Support participatory approach with key stakeholders, during all phases of the consultancy work, ensuring support to local ownership of the process as well as of the final deliverable;
- Gather, in coordination with international consultant, from partners, particularly from Head of FPUs, all available material related to strategy, mission and vision of FPUs and with the organizational structure of PCP, including FPUs;
- Support in the organization of discussion sessions with relevant key stakeholders, and provide expert advice on FPUs strategies, mission and vision, relating to best practices and lessons learnt from countries with similar context, including the Jordanian model;
- Provide sound advice and support in drafting organizational structure of the FPUs;
- Support in the revision, in line with outcomes of discussion sessions, and in coordination with the international consultant, FPU strategy, mission and vision and prepare first draft for submission to UN Women and PCP/FPUs;
- Provide support in the organization, with logistic support of UN Women and FPUs, of key stakeholders’ forum for the presentation of first draft of revised strategy, mission and vision;
- Provide support in the presentation of the first draft and gather participants inputs, during the forum, and, based on the outcomes and inputs received during stakeholders forum support in the production of a second draft for discussion and finalization, upon approval of PCP/FPU;
- Provide support in the development of job descriptions of FPUs, in line with developed strategy and organizational structure, facilitating full cooperation and partnership with PCP/FPUs and other PCP units, and seeking for EUPOL COPPS advice;
- Provide support in the development, in full cooperation with PCP/FPU and adopting a participatory approach with all key partners, a budgeted action plan, to be annexed to the strategy;
- Support Head of FPU, if and as necessary, in presenting final strategy, mission and vision, together with budgeted action plan, to Chief Police for endorsement;
- Provide sound contribution to the drafting of all deliverables, as outlined below;
- Provide translation, whenever necessary, during meetings, discussion sessions and forum, to the international consultant;
- Revise quality of material translated into Arabic;
- Contribute to drafting final report to UN Women regarding the entire process of finalization of strategy, mission, vision – with organizational structure and job descriptions, including challenges and lessons learnt.

Qualifications et expériences requises
- Advanced University studies in Human Rights, criminology, law, sociology or related discipline.
- At least 3 years of experience in strategic planning and organizational structures. Professional experience in the field of police units for the protection of women and children will be considered an asset;
- Extensive and proved professional experience in the area of gender based and sexual violence and victims’ protection;
- Sound knowledge of the Security Sector in the occupied Palestinian territory.
- Arabic mother-tongue;
- Good communication skills (comprehension, written, and spoken) in English
