Antecedentes
UN WOMEN is dedicated to advancing gender equality and women’s empowerment in Afghanistan. Respect for diversity and human dignity is required, as is the active pursuit of a collaborative and inclusive approach to both internal and external stakeholders, including colleagues and partners.The Gender and Justice Programme works with the Ministry of Women’s Affairs (MoWA) to strengthen its capacity to develop an enabling environment to implement the NAPWA and the ANDS in the areas of legal protection, rule of law and women’s human rights. The Programme’s work builds on partnerships developed with MoWA, other line ministries, local government entities in the justice, interior, social protection and health sectors, NGOs and community based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context.
Under the general guidance of the Deputy Unit Manager and direct supervision of Gender and Justice Unit Manager the Training Coordinator will perform the functions stated in the ToR.
Deberes y responsabilidades
Summary of Key Functions:1. Oversee the implementation of the “Increasing Access to Justice for Afghan Women” Project
2. Management and implementation of all aspects of the project to ensure outputs and deliverables are achieved
3. Knowledge and oversight of all matters related to the project Support initiatives focused on building the capacity of NGOs and government in supporting women’s concerns and women’s roles in judicial and legal reform processes
4. Supervise, coordinate, implement, monitor and assess trainings;
1. Oversee the implementation of the “Increasing Access to Justice for Afghan Women” Project
• Develop a monitoring and evaluation framework to be implemented over the life of the project.
• Undertake regular field visits and spot checks
• Monitor project partners to ensure achievement of agreed targets within allocated budgets
• Monitor partners to ensure financial and Programme activities are being carried out in accordance with policies and procedures
• Coordinate and finalize all project documentation and reporting based on agreed schedule.
2. Management and implementation of all aspects of the project to ensure outputs and deliverables are achieved and activities are carried out in a timely and coordinated manner per the project document and agreed upon work plan
• Provide overall technical expertise for the implementation of the ‘Access to Justice for Afghan Women’ project
• Supervision and coordination of all administrative and financial matters related to the project
3. Knowledge and oversight of all matters related to the project Support initiatives focused on building the capacity of NGOs and government in supporting women’s concerns and women’s roles in judicial and legal reform processes
• Identify entry points and innovative approaches for addressing access to justice issues
• Promote synergies and complementarities between various project key activities
• Provide technical and substantive support to the development and implementation of workshops and awareness raising activities on women’s role in judicial and legal reform processes
• Ensure appropriate control and reporting structures are maintained in accordance with UN Women Rules and Regulations
• Provide technical assistance and substantive support on all activities aimed at raising awareness of and implementing of the EVAW Law and access to justice
4. Supervise, coordinate, implement monitor and assess trainings
• Develop, design and implement training plans in close coordination with the selected training entities by providing substantive input into the development and finalization of the training modules
• Any other task related to the project

Habilidades y experiencia requeridas
Education:• A Bachelor’s degree in law, political science, development studies, public administration or related field with minimum 5 years of experience or a relevant Master’s degree with 3 years of relevant experience
Experience:
• Experience in the area of access to justice and rule of law programmes at national and district level: designing, implementing and monitoring programmes within the framework of Human Rights based approach
• Experience working directly with government (national and district level)
• Experience in working with UN supported projects is preferred.
• Excellent written and oral communication skills.
• Experience in the area of advocacy and policy analysis as it impacts women’s decision making roles, ideally in a post conflict setting
• An understanding of the social, cultural, and political context of Afghanistan and its relation to gender is preferable
Language Requirements:
• Fluency in spoken and written English, Dari and Pashtu
