Antecedentes

UNDP Afghanistan Mission Statement: 

UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the on-going Country Program Document approved by the Executive Board for the period 2006 – 2009.  A new Country Program Document was approved by the Executive Board during September 2009 for the period 2010-2013. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.

Organizational Context: 

Corruption, both petty and grand, constitutes a serious problem in Afghanistan. The commitment to fight corruption was stated publicly by the Government of the Islamic Republic of Afghanistan (GIRoA) and the international community during the international conference in support of Afghanistan, held in Paris in June 2008 and in London and Kabul in 2010. Several key steps have been taken by GIRoA in the fight against corruption including the ratification of the United Nations Convention Against Corruption (UNCAC) on 25 August 2008, the finalization of the National Anti-Corruption Strategy (NACS), the establishment of the High Office of Oversight for the Implementation of Anti-Corruption Strategy (HOO), and articulation of a new whole-of-government approach to governance issues through several national programmes. While steps have been taken in the fighting corruption, it is critical that rhetoric is transformed into concrete action and the complex set of institutions involved in the fight against corruption are coordinated to ensure a comprehensive and effective response to corruption from a top down and a bottom up approach to prevention and law enforcement.

The Accountability and Transparency (ACT) project has been designed to support GIRoA in developing the necessary capacities to fight corruption. The ACT project takes the Afghanistan National Development Strategy (ANDS), the NACS and the UNCAC as its starting point. The project components have been developed in order to support the government in meeting the priorities and requirements set out in these key strategies and conventions and outlined in new national programmes under GIRoA’s Governance Cluster. 

The ACT project consists of four main components:

  • Improved institutional and policy environment created to support the implementation of the national anti-corruption strategy. 
  • Enhanced accountability, transparency and integrity in key government institutions. 
  • Increased awareness and understanding amongst the public and enhanced capacity of civil society and media to effectively contribute to the fight against corruption.
  • Enhanced independent monitoring of anti-corruption efforts undertaken by government and civil society. 

The main government counterparts of the ACT project is the HOO together with the Control and Audit Office, Ministry of Education, Ministry of Finance and the Ministry of Interior as well as with civil society networks that will interact at the technical policy level with MOF, MOE, and MOI.

Deberes y responsabilidades

The Anti-Corruption Specialist for Ministries and Component Manager will be responsible for managing technical assistance to ministries under component 2 of ACT project. The incumbent will be under direct management and supervision of CTA/PM ACT PM and will be expected to perform the following tasks: 

 

Summary of key functions: 

  • Management and coordination; 
  • Policy advisory  
  • Advocacy and liaison;  
  • Monitoring, evaluation and reporting;  
  • Capacity Development and mentoring. 

Management and coordination, focusing on achievement of the following results:

  • Participate in the planning, prioritizing and sequencing of ACT activities in close coordination with the Project Team;  
  • Develop and update detailed project component implementation plans under the guidance of the PM and in close consultation with relevant government counterparts and ensure the implementation of activities related to his/her component;  
  • Coordinate and supervise technical inputs relating to component activity design, development and implementation. including preparation of TORs and subcontract tender documents and assessment of quality of consultant/contractor outputs;  
  • Build and maintain effective working relation including governance plan to ensure two-way communication with Project staff and stake holders ; 
  • Closely works with Project and Country office Operation staff to ensure timely provision of services for effective implementation of Project component activities.  

Policy Advisory Support, with focus on achieving of the following results:

  • Provide overall policy advice to relevant government counterparts on issues related to ministries anti-corruption priorities, public administration reform / process simplification and streamlining with a view to reducing vulnerabilities to corruption within government institutions; 
  • Provide strategic planning advice to relevant ministries and support development of a comprehensive action plan on the key processes / institutions to carry out  short and medium term review of progress of fighting corruption across the relevant institutions; 
  • In collaboration with Media and Public Outreach Department, raise awareness on the importance of public administration reform and process simplification in the fight against corruption; 
  • Develop policy briefs for the management of counterpart ministries.  

 Advocacy and liaison, focusing on achievement of the following results:

  • Support the development and implementation of project advocacy plans in relation to his/her component; 
  • Prepare a strategy for liaising with ACT partner organizations, national agencies and additional relevant organizations related to the implementation of ACT;  
  • Regularly liaise with all relevant partners to determine level of satisfaction with project implementation and to allow for the detection of any relevant issues / challenges at an early stage;  
  • Undertake necessary preparatory tasks for all regional and national meetings carried out as a part of the component activities;  
  • Ensure all activities conducted are closely coordinated with all actors/stakeholders relevant to their particular component. 

Monitoring & evaluation and reporting, focusing on achievement of the following results:

  • Under the guidance of the CTA/PM monitor, review, assess and report on all dimensions of project component activity implementation;  
  • Develop performance indicators and success criteria for his/her component;  
  • Develop, implement and update a project component monitoring and evaluation plan for his/her component; 
  • Prepare relevant sections of regular progress reports (including annual and quarterly progress reports) on project results and outcomes related to his/her component; 
  • Support CTA/PM in updating the work plans and budget of the ACT project as well as tracking the expenditures and delivery rate of the project in relation to his/her component; 
  • Provide regular updates to the ACT project management team on the progress of project implementation in his/her component.  

Capacity building and mentoring, focusing on achievement of the following results:

  • The Component Manager will assist the development needs within the portfolio in will formulate capacity development plan for the relevant project component staff;  
  • Closely work with relevant project component staff in building their capacity in all areas related to the management regular monitoring of the portfolio;  
  • Help build capacity of national counterparts through on the job-training and regular briefings on new tools and skills related to the anti-corruption initiatives.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in public administration, law, political science business administration or any other related field; 

Experience:

  • Minimum 7 years of experience  in the area of governance, anti-corruption, and / or justice / rule of law, preferably with experience in developing and post-conflict countries; 
  • Extensive experience in the area of monitoring and evaluation, capacity development and policy support; 
  • Experience in capacity development and knowledge transfer; 
  • Project implementation experience with the UN system a strong asset; 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language Requirements:

  • Fluency in English, and preferably knowledge of local languages.
