Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
 
The Project Manager for Women Human Rights projects is the team leader with overall responsibility for the programme management and implementation in the oPt office. Under the overall supervision of the Country Coordinator, Project Manager will undertake the following functions:
  • Management of the WHR Projects
  • Strategic direction of WHR programming in the oPt
  • Strategic partnership and support to resource mobilization
  • Financial and Human Resources Management of the women human rights projects


Duties and Responsibilities

1.    Management of the WHR Programme
  • Supervise and lead with the direct and active involvement of other project staff the development of yearly action plans at the beginning of each year as well as six-month operational plans with the related detailed budget that will determine how resources will be allocation for project implementation.
  • Lead and supervise the development of monitoring and evaluation frameworks and the continuous monitoring of the implementation of activities and periodic financial monitoring
  • Ensure that activities implementation and ensure that the implementation is in line with agreed upon work plans and related time frames
  • Work closely with governmental and local partners to ensure ownership and delivery of project results.
  • Prepare narrative reports on the projects progress, plans and oversees project reviews and ensure that UNWOMEN visibility through projects implementation is compliant with UNWOMEN rules and regulations.
  • Ensure that close cooperation and coordination is maintained with project partners and consultative committees that may have been or may require to be formed for project implementation
  • Ensure close cooperation for the development of the six-monthly operational plans, the collection of data for the six-monthly status of project progress reports, the preparation of frameworks for monitoring and evaluation and other activities related to the implementation and sustainability of the projects
  • Manage the WHRU project resources and administration to ensure proper utilization of allocated funds and accountability
  • Oversee the procurement actions under the projects.
2.    Strategic direction of WHR Programming in oPt
  • Provide inputs to UNWOMEN oPt office on strategic planning related to women’s rights and protection;
  • Identify and share with the office emerging protection planning related to women’s rights issues
  • Ensure technical support and advise on issues related to women rights an protection is provided, as needed to governmental counterparts and non state actors and UN Agencies.
3.    Strategic Partnership and Support to Resource Mobilization
  • Liaise, within the overall framework of UNWOMEN oPt women’s rights programme, with implementing bodies, governmental organizations, donor agencies, UN Agencies and NGOs in order to strengthen the network of support to women’s rights and protection-related issues and widen the potentialities of the WHRU managed projects.
  • Liaise with donors , raise and maintain interest in areas of women’s protection and rights relevant to the oPt context, including emerging areas;
  • Network with new potential governmental and non-governmental partners
 
4.    Operational Management of the Programme
  • Ensure that the WHRU Projects have the human resources and capacities needed to respond to requests for assistance and to deliver on project commitments
  • Supervise UNWOMEN staff assigned to the WRHU projects
  • Support WHRU monthly planning of the work and regularly follow up on developments and challenges
  • Hold regular WHRU projects staff meetings
  • Coordinate WHRU project staff participation in external coordination meetings and other activities related to the work of the unit
  • Provide clear direction and monitor performance of staff working on the Projects based on specific benchmarks

The overall impact of the WHRU Project Manager’s portfolio will result in increased visibility and impact of the work of UNWOMEN in the field of women’s protection and rights in oPt

Required Skills and Experience

Education:
  • Advanced University Degree in Social Science (International Development studies, Gender/Women’s studies, Economics, Sociology and/or a closely related discipline).
  • Knowledge in women’s rights and gender issues.
Experience:
  • Minimum of 5 years of progressively responsible experience in international development work preferably focused on, or strongly involving gender equality at national, regional and international levels.
  • Experience in project development/ management and coordination, as well as in budget preparation.
Language:
  • Written and oral proficiency in English is required.
  • Knowledge of the other UN working language is desirable.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
