Antecedentes

As a result of the conflict that occurred in Kosovo during 1998 and 1999, the uncertainty to property rights relating to private immovable property including agricultural and commercial property has presented serious challenges in protection of Human Rights - and negatively affecting the economy and returns of the displaced population.
 
Under UNMIK Regulation No. 2006/10, promulgated 4 March 2006, as amended by UNMIK Regulation 2006/50, and Assembly of Kosovo Law 03/L-079, the Kosovo Property Agency (KPA) was established as an independent administrative agency to assist the judiciary in its efficient and effective resolution of claims relating to private immovable property on the territory of Kosovo.

Purpose and Scope of Assignment
The KPA has five Regional Offices in Kosovo, one office in Macedonia and one office in Montenegro. In addition to this there are three UNHCR Property Offices located in Serbia which cooperate very closely with the KPA. The Regional Coordinator is responsible for ensuring that the work undertaken by the regional offices in Kosovo is carried out in the same manner and is performed to a high level of efficiency and effectiveness.
 
The incumbent is also responsible for ensuring that the inter-linkages between the regional offices and those units in the KPA HQ which have overall responsibility for certain field operations is fully functional and maintained at a high level. Similarly with the inter-linkage between KPA HQ and the UNHCR property offices in Serbia and the KPA Office in Montenegro. In addition to this a part of the role is to represent the interests of the regions in HQ and to represent the interest of the HQ in the regions. In cases where issues arise the incumbent has to address these so as to ensure that the work of both the Regional Offices and HQ is maintained for optimum performance and if necessary is required to propose changes to the working practices of either or both so as to ensure this occurs so ensuring a uniform approach and effective implementation of the KPA’s mandate. Executive Director:
  • Oversight of the activities of all the regional offices ensuring a uniform approach and effective implementation of the KPA mandate.
  • Provision of advice and guidance to the Head of each Regional Offices and acts as their primary point of contact in KPA HQ.
  • Arranges bi-weekly meetings of the Heads of Region and relevant Heads of HQ units.
  • Arranges at least two visits to each of the Regional Offices in Kosovo per year and one visits to the UNHCR Property Offices in Serbia and the KPA Office in Montenegro.
  • Reviews on a regular basis and proposes amendment to standard operating procedures where necessary in coordination with the relevant Head of Unit in KPA HQ to facilitate data collection, data delivery, implementation activities, property administration activities and enforcement activities.  
  • Ensures the data collected is maintained and managed appropriately and that the flow of information from the Regional Offices to the various departments in KPA HQ is managed in an orderly and efficient manner. Similarly with the flow of information from KPA HQ to the regional Offices. 
  • Provides appropriate advice and guidance to the Heads of Regional Office in order to ensure that the mandate and objectives of the KPA are met in a timely manner.
  • Supports the Head of Regional Office in the performance of their administrative, personnel and logistical responsibilities. 
  • Provides direct support to the Heads of Regional Office as and when necessary through attendance at meetings held in the regions with international and local interlocutors on the instruction of the Deputy Executive Director.   
  • Provides reports to the Deputy Executive Director on a weekly basis on the activities undertaken by the Regional Offices and provides ad-hoc reports as and when necessary. 

Monitoring and Progress Controls

  • Reports on a weekly basis on activities of the Regional Offices and the Offices outside of Kosovo.
  • Reviews Standard Operating Procedures and proposes amendments to ensure the inter-linkage between KPA HQ and the Regional Offices and the Offices outside of Kosovo is maintained at an optimum level.
  • Monitors the work of the Regional Offices to ensure efficient and effective work practices are implemented and maintained throughout.
  • Provides support to the Head of the Regional Office on an ad-hoc basis on the instruction of and under the guidance of the Deputy Executive Director.

Final Product

  • At least 20 regional meetings are held every year
  • A minimum of two visits to the regional offices in Kosovo and one to the offices outside of Kosovo are organized every year.
  • A report on the activities of the regional offices and offices outside of Kosovo is prepared on a weekly basis.
  • All HQ Standard Operating Procedures which relate to activities and tasks undertaken by the Regional Offices are reviewed on a quarterly basis or more often as required and where necessary a report proposing amendments should be prepared.
  • Provision of advice and guidance to the Heads of the Regional Offices in relation to the office reaching the KPA’s goals for implementation of cases and repossession of properties as well as claim processing and adjudication phases.

Habilidades y experiencia requeridas

Education:

  • Advance University degree in management, social sciences, law or equivalent.

Experience:

  • Minimum 6 years relevant professional experience
  • Previous experience from international organizations is desirable
  • Familiarity with Property law experience will be an advantage
  • Good command of written and spoken English
  • Effective in dealing with local and international counterparts and ability to work in a multi-ethnic and multi-national environment
  • Excellent organizational skills as well as process and procedure formulation, implementation and evaluation skills
  • Strong commitment to non-discrimination.
  • Computer literate, excellent knowledge of MS Office applications.

Language:

  • Fluency in writtn and spoken English.
