Antecedentes

Phase II of the Comprehensive Disaster Management Programme (CDMP) is a five-year initiative from January, 2010 to December, 2014, with the overall aim of contributing to poverty alleviation in Bangladesh through disaster risk reduction. It is designed to extend and expand the risk reduction efforts of Phase I following a multi-hazard approach to disasters to make the ‘paradigm shift’ in disaster management, away from relief and rehabilitation. CDMP II aims to institutionalize the adoption of risk reduction approaches, not only in its host Ministry of Food and Disaster Management (MoFDM), but more broadly across key ministries and agencies. As a multi-donor framework with initial support from UNDP, DFID and EC, CDMP II will be nationally implemented by MoFDM with a full time National Project Director.

Functions / Key Results Expected

• Develop an overall technical capacity through various methods including on the job training for staff of MoFDM particularly the DMRD and its wings.
• Collate Assess and analyses the existing experiences and methodologies for DRR/CCA capacity building in Bangladesh.
• Advice on the most appropriate and cost-effective capacity building mapping, including government and non government initiatives for the purpose of setting national standards towards curriculum and modules harmonization as well as their applications.
• Contribute to the overall DRR/CCA training programme by developing and implementing training programmes for MoFDM staff, members of DMCs, officials of partner Departments and others.
• Integrate information and data from a range of sources (government, I/NGOs, communities) to produce a periodical training needs assessment and analysis at national and sub-national levels.
• Maintain open communications with a range of stakeholders external to MoFDM.

Impact of Results

DRR/CCA tasks as provided in the national regulatory framework are being implemented with adequate quality and accountability to ultimately reduce the risks from disasters and climate change.
Officials and other key stakeholders responsible for the DRR/CCA will acquire competence to perform the functions and have their capacities continuously developed suiting to the requirements.

Habilidades y experiencia requeridas

Education:

  • Master degree in a development discipline with emphasis on disaster risk reduction, urban risk disaster management or associated field

Experience:

  • Minimum 3 years of relevant and proven experience on technical role in hazard mapping
  • Proven experience and knowledge of transmitting and communicating technical data and information to non-technical audiences

Language Requirements:

  • Excellent command of English and Bangla
  • Demonstrated writing skills and ability to produce high quality reports in English
