Antecedentes
I. Organizational Context
UNESCO office, Jakarta was established in Jakarta in 1951as the UNESCO Office for Southeast Asian Science Co-operation (SEASCO). In 1967 it became the Regional Office for Science and Technology for Southeast Asia (ROSTSEA). From 2001 onwards the office has assumed a dual mandate, namely as the Regional Science Bureau for Asia and the Pacific, and as a Cluster Office for Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor Leste.”
Its aim is to develop, manage, co-ordinate and execute in the region, projects and programme activities related to the development and implementation of the Environmental Sciences programme on national, cluster, and regional level.
Under the overall authority of the Director of UNESCO Office Jakarta, and close collaboration with the other Programme Specialists in the Office, the consultant will have the following duties and responsibility:

II. Functions / Key Result Expected
Oversees and initiates activities related to the development and implementation of the ecological sciences and Man and Biosphere (MAB) programme on national, cluster and regional level and ensures the implementation of the biannually developed work plans as well as the achievement of related outcomes described in UNESCO's medium term strategy.
Promote the active participation of countries in Asia and the Pacific in the MAB Programme, encourage the development of problem-oriented integrated MAB field projects, including research, training and demonstration activities, strengthen and reinforce links between MAB field projects and participating institutions within flexible networks of scientific co-operation in the region, and encourage member countries in establishing effective networks of Biosphere Reserves and other protected areas.
Liaise closely with the World Heritage Centre and their counterparts in member countries in the region to support the implementation of the World Heritage Convention, particularly in regard to natural World Heritage Sites.
Develop smooth interactions and cooperations with other UN agencies with a view to advance the mission of UNESCO in a collaborative UN setting in all countries where UNESCO Jakarta Office develops activities. Coordinate and pro-actively guide the UN Working Group on Climate Change and Environmental Sustainability in Indonesia, and the sub-WG on REDD+.
Contribute to the development and implementation of REDD+ programme in Indonesia and elsewhere in the region. Contribute to national and regional preparations for the Rio+20 summit in June 2012. Organize conferences and meetings as necessary in Asia and the Pacific for the implementation of regional or sub-regional activities related to international environmental programmes of UNESCO.
In cooperation with other programme specialists in the Jakarta Office and with other UNESCO Offices, take initiative to develop integrated multidisciplinary projects; provide support in the preparation, formulation and implementation of extra-budgetary projects in the field of environmental sciences; encourage links and cooperation between countries in the region via South-South and South-South-North modalities.
Develop and fundraise for extra-budgetary and bilateral support for projects and programmes in the field of environmental sciences. Strengthen regional or national institutions or programmes dealing with environmental education, training and/or research on ecology, natural resource utilization and management, integrated surveys, or other connected activities that lend themselves to the conservation and sustainable use of natural renewable resources. Assist in the development, coordinate and monitor UN Country (One UN Plan, UNDAF) and UNESCO Planning Documents (UCPD, C5) for the Asia and Pacific Region. Undertake regular missions within the region to ensure the smooth implementation of the UNESCO Progamme.
Provide technical assistance to the State Parties in the region in dealing with environmental threats and in addressing them through creative and scientifically sound initiatives. Work with other science programme specialists in Jakarta Office and in field offices in the Asia Pacific region in line with the regional Science Support Strategy.
Supervise and guide the inter-disciplinary team of the Environmental Sciences Unit and ensure quality and timely implementation of programme and projects. This includes coordinating the technical and administrative needs of the team members as well as acting as institutional representation when needed.

III. Competences :
• High level of motivation and strong commitment working on environmental issues and nature conservation
• Proven capacity to develop, organize, coordinate and carry out research and training (international experience essential)
• Experience in working in less developed countries and knowledge of Asia and the Pacific region are highly desirable
• Experience in the UN System, preferably UNESCO, would be an asset
• Good knowledge of and preferable practical experience with REDD/REDD+ programmes
• Mature experience in project formulation and implementation, and proven fund raising skills
• Demonstrated capability in team leadership
• High level communication and inter-personal skills
• Demonstrated ability to take initiative and senior managerial responsibility
• Excellent knowledge of English, both spoken and written
• Knowledge of Bahasa Indonesia would be a considerable advantage

Educations :
Ph.D. or equivalent in Environmental Sciences
Work Experience :
Minimum 10-15 years post-doctoral experience or equivalent experience in natural resource management and environmental conservation
