Background

I. Introduction

UN Women, established by GA Resolution 64/289, and became operational on 01 January 2011, has its vision of a world where women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality. The UN Women focus will be in five thematic priorities: (1) Women’s increased leadership and participation in the decisions that affect their lives; (2) Increased economic empowerment of women, especially of those who are most excluded; (3) Prevent violence against women and girls and expand access to victim/survivor services; (4) Gender equality and women’s leadership in peace, security and humanitarian response; (5) National planning and budgeting processes promote stronger institutional accountability to gender equality commitments; and (6) A comprehensive set of global norms, policies and standards on gender equality and women’s empowerment is in place that is dynamic, responds to new and emerging issues, challenges and opportunities and provides a firm basis for action by Governments and other stakeholders at all levels.

The work of UN Women in Indonesia is informed by the Strategic Plan of UN Women 2011-2013 and the Country Work Plan 2012-2013 centers around expanding support to the Government of Indonesia with strengthened technical support towards: (a) Increased economic empowerment of women, especially of those who are most excluded; (b) Prevent violence against women and girls and expand access to victim/survivor services; (c) Gender equality and women’s leadership in peace, security and humanitarian response; (d) National planning and budgeting processes promote stronger institutional accountability to gender equality commitments a) enhancing institutional capacity to take forward the agenda of gender equality and women’s empowerment; and b) strengthening gender responsive legal frameworks and access to justice for women. 

Duties and Responsibilities

II. Organizational Context

Under the guidance and direct supervision of the Country Programme Manager, the Finance Associate ensures effective execution of financial services and processes in the UN Women Indonesia Office and transparent utilization of financial resources. The Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations.

The Finance Associate can supervise clerical and support staff of the UN Women Indonesia Office. The Finance Associate works in close collaboration with the operations, programme and projects’ staff and with UNDP Regional Office staff for resolving finance-related issues and information exchange.

1. Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN Women rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the effective internal control framework.
  • UN Women Indonesia Office finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
  • Preparation of cost sharing and trust fund agreements, follow up on contributions within the Indonesia Office resource mobilization efforts.

2. Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Preparation and modifications of budgets for projects, follow-up with ESEARO and HQ.
  • Presentation of researched information for planning and status of financial resources of the CO.


3.  Provides accounting and administrative support focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for projects; preparation of all types of vouchers; and payments execution.
  • Approval of vendoMaintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, and other entitlements are duly processed
  • Timely accounts closureTimely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to ESEARO and HQ requests to resolve financial data issues.
  • Support to management through streamlining contracting processes with ESEARO and HQ with the development of risk management and accountability plan
  • Develop financial tracking systems to allow Indonesia Office to monitor its budget
  • Maintenance of the internal expenditures control system including timely corrective actions
  • Ensure rigorous on-line and hard copy filing system for audit processes

4. Supports knowledge building and knowledge sharing in the UN Women Indonesia Office focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff on programme
  • Synthesis of lessons learnt and best practices in Finance.
  • Contributions to knowledge networks and communities of practice

IV. Impact of Results

The key results have an impact on the overall execution of the CO financial services and success in implementation of operational strategies.  Accurate analysis and presentation of financial information ensures proper financial processes in the CO.

Required Skills and Experience

VI. Recruitment Qualifications

  • University Degree in Business or Public Administration preferably with specialized certification in Accounting and Finance.
  • At least 6 years of relevant administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems
  • Fluency in English and Bahasa Indonesia.
