Background

The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. UNDP’s work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination against Women (CEDAW) and the frameworks provided by the Millennium Declaration and the Millennium Development Goals (MDGs).  As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some in partnership with UNIFEM, a part of UN Women, that support both government and civil society work on gender issues.
 
The Gender Team is at the forefront of UNDP's commitment to gender equality and women's empowerment.  The Gender Team is part of the Bureau for Development Policy (BDP) which provides policy advice and technical support to all of UNDP’s operations. The Gender Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality.   In order to advance UNDP’s mandate in this area, the Gender Team has finalized the UNDP Corporate Gender Equality Strategy 2008-13 which outlines in detail how UNDP will work towards gender equality in each of the goals and key results set out in the UNDP Strategic Plan 2008-2013. In addition to addressing the gender dimensions of each focus area, the Strategy sets out institutional arrangements which are aimed at ensuring that there are adequate human and financial resources as well as effective senior management oversight to achieve the expected gender equality results.
 
The Gender Team is looking for consultant to work directly with the Practice Manager to support the corporate work of the gender team and most particularly in overseeing the elaboration of and undertaking consultations for the forthcoming Gender Equality Strategy (2014-2017).

Duties and Responsibilities

The consultant will undertake the following tasks under the direct supervision of the Practice Manager of the Gender Team:
 
Specific Deliverables
 
  • Identify and compile information/data on UNDPs work on gender in support of the corporate gender mainstreaming evaluation being undertaken by the evaluation office;
  • Identify, compile and synthesize information on UNDPs work in preparation for the next UNDP strategic plan;
  • Provide administrative and logistical support for the team elaborating the next gender equality strategy 2014-2017 - including the preparation of in house consultations, 2 global expert group meetings, one interagency meeting, and a global gender community of practice event;
  • Undertake research and assist in the drafting of TOR, speeches, reports related to gender equality and women’s empowerment;
·         Manage and update a virtual space in Teamworks for the Gender Equality strategy consultations;
  • Support the corporate reporting function of the gender team;
·         Provide technical inputs and feedback to knowledge products;
·         Manage and update a virtual space in Teamworks for the Gender Equality strategy consultations
Expected Outputs
 
  • The Gender Equality Strategy consultations undertaken (throughout the contract duration)
  • Two expert group meetings organized (June 2012)
  • One global community of practice event completed (September 2012)
  • Gender inputs to corporate processes provided (throughout the contract duration)
 
Travel
 
The consultant is expected to undertake several missions related to implementation of the programme. UNDP will arrange those travels and apply UNDP standard rates of accommodation for tickets and other travel expenses.
 
 

Competencies

  • Strong knowledge of UNDP programming and policy development.
  • Excellent communication, writing skills and analytical skills.
  • Ability to establish priorities and to plan, coordinate and monitor own work plan.
  • Excellent oral and written communication skills in English. Knowledge of another UN language desirable.

Required Skills and Experience

Education:
  • Master degree in social science with strong knowledge of gender issues, or related discipline. Or a Bachelor degree with more than 10 years of experience.
Experience:
  • Minimum 5 year of relevant experience in the field of promoting gender equality and poverty reduction;   
  • Experience in conducting research and analysis on gender equality to inform programming and policy formulation.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodologies:
 
  • Cumulative analysis - The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:    a) responsive/compliant/acceptable, and  b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70
  • Financial Criteria weight; 30
  • Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation. The following formula will be used to evaluate financial proposal:
  • p = y (μ/z) p = points for the financial proposal being evaluated
    y = maximum number of points for the financial proposal
    μ = price of the lowest priced proposal
    z = price of the proposal being evaluated
