I. Organizational Context
 
The United Nations system in Indonesia works as a team to develop the best strategy to respond to national needs and plans, building on agency asset. To support its operations, UN Indonesia is opening vacancies for roster of qualified personnel.Candidates will be assessed by UN Human Resources team for particular type/level of function.

Under the guidance and of the Resource Mobilization Specialist, the Resource Mobilization Officer participates in the overall effort to mobilize an appropriate and sustainable funding base for a large Country Office.  The Resource Mobilization Officer participates in the development and implementation of the country office resource mobilization and partnerships development strategies. 

The Resource Mobilization Officer may supervise support staff in the Resource Mobilization Unit and works in close collaboration with other Management Support and Business Development staff, Programme, Operations and other Teams in the CO,  HQ staff, UN Agencies.

* The nature of work at ICS 8 level is specific. This is an entry professional level. The incumbent (who has corresponding educational background, but no experience in the field) is expected to apply theoretical conceptual models, make rudimentary analysis of project parameters in support of greater programme development activities. Team environment provides rich learning opportunities, facilitates rapid professional development. The duties performed as well as external contacts are rather limited. The incumbent grows professionally to be able to embrace responsibilities at higher levels.

1. Participates and provides support to the implementation of strategies related to RM and partnerships building  focusing on achievement of the following results:

  • Assessment of CO opportunities for resource mobilization and identification and mapping of current and potential donors.
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support these policies
  • Drafting and revision of agreements with donors
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future.
  • Synthesis of proposals and inputs to the development and implementation of a donor intelligence strategy, RM strategy, Client Relationship Management strategy under the supervision of direct supervisor. 
  •  Inputs to and update of outreach/publicity material geared towards partners and donors.
  • Compliance with partner requirements, including systematized CO reporting to donors.  

3.  Strongly positions of UN focusing on achievement of the following results:

  •  Analysis of requirements and synthesis of proposals for development and implementation of CO strategy for partnering with UN Agencies around UNDAF, MDG and other joint programming for implementation of UN Reform.

4.  Facilitate knowledge  building and knowledge sharing as required by the organization, focusing on the following results:

  •  Identification and synthesis of best practices and lessons learned directly linked to resource mobilization and partnership-building activities.
  • Contributions to knowledge networks and communities of practice.
  • Organization of training/briefing for the CO staff on resource mobilization issues.
  • Professional growth through active learning.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
  • Experience: Up to 2 years of relevant experience at the national or international level. Some experience in research and policy-level analysis, design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for data analysis.

Language Requirements:

  • Fluency in the UN and national language of the duty station.
